The plenary of Les Corts has given the green light this Friday to the law on fiscal measures, administrative and financial management, and organization of the Generalitat, the so-called accompanying law to the budgets for 2026, again with the support of PP and Vox and the rejection of PSPV and Compromís.
With this vote, PP and Vox close a parliamentary session in which they have maintained almost absolute agreement in their initiatives, since both supported the investiture of the 'popular' Juanfran Pérez Llorca as 'president' of the Generalitat eight months ago. The only friction occurred over the cuts of almost one million euros that Vox demanded for the Acadèmia Valenciana de la Llengua (AVL): PP refused and, finally, those of Abascal ended up supporting this item and the overall accounts.
Within the accompanying law, several amendments promoted by PP and Vox incorporate 'national priority' in access to social aid and housing, in addition to establishing that the regulatory development contemplates "the exclusion of access to structural social benefits and services for individuals who are in an irregular administrative situation, limiting their access exclusively to cases of vital urgency that proceed according to the legal system".
In practical terms, this means that "a reinforced minimum period of ties, registration, and connection to the territory" will be required to qualify for aid, subsidies, and public benefits, and that "the history of contributions, permanence, and contribution to the sustainability of the system" will also be evaluated.
The 'popular' have also incorporated proposals from Vox to ban the use of the burka and the niqab, by introducing in the accompanying law "as an objective reason for denial of access and permanence" in public spaces --including transport and healthcare centers-- and in establishments for those who wear "garments or accessories that substantially conceal the face, preventing their visual identification or facial recognition". This mandate must be applied by officials and will be under the supervision of Local Police.
Furthermore, PP has accepted the tax cuts demanded by Vox to extend the reduction of IRPF approved by the Consell for "middle and low incomes" to those exceeding 100,000 euros, along with the increase of the exempt minimum in the wealth tax from one to two million.
With these measures, PP and Vox reinforce an image of a common bloc that was only altered in the Budget Committee last Monday, when Abascal's group opposed a PP amendment regarding access to the Local Police. However, both formations resolved the discrepancy in extremis this Thursday with the registration of a joint proposal.
The new amendment, presented less than 24 hours before the plenary session, opens the door to access by free competition to the categories of commissioner and chief commissioner in the Local Police bodies of municipalities with more than 500,000 inhabitants, a measure that in the Comunitat Valenciana would only affect València. The PSPV has denounced that this is a "tailor-made suit" to satisfy the demands of the mayor of València and PP deputy in Les Corts, Mª José Catalá.
In contrast to that harmony, none of the significant amendments from the socialist group or Compromís to the accompanying law have gone ahead with the support of the PP or Vox, just as happened with the 2026 accounts.
With these two laws approved, Llorca faces the final phase of the legislature with the assured support of Vox just a few months before the regional elections, although the PP has not yet confirmed him as a candidate for the Generalitat.
After the vote, which took place as planned, the 'president', the Consell, and the deputies of the PP stood up to applaud, while the representatives of Vox applauded seated from their benches.
PP declares itself "satisfied" and denies feeling "uncomfortable"
Before the media, the PP spokesperson, Nando Pastor, has assured that he feels "happy and satisfied" with the approval of the accompanying law, which he has linked to Llorca's "capacity for dialogue" and the support of Vox, a backing he said he personally thanked the spokesperson of this group. "I would feel uncomfortable if I had to say thank you, Arnaldo, instead of thank you, José María," he pointed out in reference to Bildu's support for the Government and the Vox spokesperson, José Mª Llanos.
When questioned about whether there is "fear" in the PPCV that their electorate identifies them with Vox due to the coincidence in the approved measures, Pastor insisted that they are "two totally different parties" but "capable of finding common ground." He thus denied that the 'popular' are "submitting" to Abascal's group and defended that they have agreed on two laws that allow "to execute the budgets with solvency."
From Vox, Llanos has also expressed himself "satisfied," although he has emphasized that this regulation "is not entirely Vox's." He has highlighted the inclusion of 'national priority,' which "will then be developed by decree."
Likewise, he has valued that PP and Vox have overcome their only disagreement by agreeing on an amendment that establishes "the reservation of positions for military personnel" in the Local Police. "In a negotiation, one must always give in," he has acknowledged.
The left denounces Llorca's "weakness"
On the other hand, the PSPV spokesperson, José Muñoz, has pointed out the "absolute coincidence between PP and Vox" and has attributed it to Llorca submitting to the leaders of Vox, Santiago Abascal, and of the PP, Alberto Núñez Feijóo. He has criticized that the law is "unjust and racist" and that it favors "the elite" with tax cuts, which in his opinion imply that the Consell "has forgiven large estates 574 million euros since they have been in power."
The socialist spokesperson has expressed confidence that it will be "the last law of PP and Vox and of a 'president' weak" before the upcoming regional elections.
Joan Baldoví (Compromís) has also accused the PP of completely submitting to Vox both in the budgets and in this law, something that, according to him, is evidenced by the fact that the 'popular' group has not maintained any of its 'live' amendments for the plenary.
"If Vox is satisfied, it is because it has put all its ideological extremism into this law," he has stated, and has linked the tax cuts to the fact that "PP and Vox are in charge of privileged people."
