The elections in Andalusia have configured the new political map of the regional Parliament. From now on, a procedure governed by the Statute of Autonomy and the Regulations of the Andalusian Parliament will open, which will set the timeline for the investiture.

The first step already has a date. The constituent session of the new regional Courts has been set for Thursday, June 11, at 12:00 PM, according to the decree of electoral call signed at the end of March by the president of the Junta, Juanma Moreno, to dissolve the Chamber and call the elections of this May 17.

From that moment on, the process to designate the candidate who will run for the Presidency of the Junta will formally begin.

The president of the Parliament has 15 days to propose a candidate

The Regulations of the Andalusian Parliament establish that, once the Chamber is constituted, it will be up to whoever is elected president of the Parliament to initiate the round of contacts with the representatives of the parties with parliamentary presence. After these consultations, they must propose a candidate for the Presidency of the Junta.

That step cannot be delayed indefinitely. The rule sets a maximum period of 15 working days from the constitution of the Parliament to formalize that proposal. It will be then when the designated candidate appears before the Chamber to present their government program and submit to the investiture vote.

What majority does the candidate need

The Statute of Autonomy establishes that, in a first vote, the candidate needs to obtain an absolute majority to be invested president. If they do not achieve that support, a new vote will be held 48 hours later.

In that second attempt, the threshold lowers and a simple majority will suffice, that is, more votes in favor than against. If the candidacy is also unsuccessful, the procedure does not close automatically. The regulations provide for new candidate proposals and new votes within the same parliamentary process.

When would there be a repeat election

The time limit is clearly set. If two months pass from the first investiture vote without any candidate obtaining at least a simple majority, the Parliament will be automatically dissolved.

In that scenario, it would be up to the acting president of the Junta to call new regional elections. Until now, that possibility has never occurred in Andalusia.

Since the beginning of autonomy, all investiture processes have ended with the election of a president without the need to repeat elections due to parliamentary deadlock.
