The General Courts have called for a competition to cover 40 positions of the Body of Ushers, one of the categories of civil servant personnel linked to the daily functioning of the Congress of Deputies and the Senate.
The call was published in the Official State Gazette on July 23, 2026 by means of a joint resolution of the Presidencies of the Congress and the Senate. Of the total positions, 36 are offered through the free turn and 4 are reserved for persons with disabilities equal to or greater than 33%. The positions not filled through the disability turn will increase the free turn.
Until when can the application be submitted
The deadline to apply is open until August 13, 2026. The call establishes a period of 15 working daysfrom 10:00 hours on the day following the publication in the BOE, and the public employment portal sets the registration period between July 24 and August 13.
The application must be submitted electronically, through the websites of the Congress of Deputies and the Senate. The procedure allows for completing the official model, attaching the necessary documentation, and electronically registering the application.
What requirements must be met
To participate in the competition, it is necessary to have Spanish nationality and be of legal age. It is also required to hold the title of Graduated in Compulsory Secondary Education, or equivalent, or to be in a position to obtain it by the date the application submission period ends.
In addition, candidates must not have been separated through disciplinary proceedings from the service of any Public Administration nor be disqualified from exercising public functions by final judgment. They must also meet the necessary psychophysical conditions to perform the functions of the Body of Ushers.
How much does it cost to apply
The call sets a fee of 15 euros for examination rights. The payment must be made by bank transfer to the account indicated by the General Courts, and the receipt must be included with the application.
There are exemptions for certain candidates. Those who prove a disability equal to or greater than 33%, unemployed persons registered for at least six uninterrupted months prior to the publication of the call, victims of terrorism, victims of gender violence, and members of large families will not have to pay, with total exemption for special category and 50% exemption for general category.
How the exam will be
The opposition will consist of two mandatory and eliminatory exercises, which will be held in a single event. According to the announcement, the tests will not begin before September 2026, and the date, time, and place will be published along with the definitive list of admitted and excluded candidates, with at least 15 business days in advance.
The first exercise will be a questionnaire of 100 psychotechnical questions, with four alternative answers and only one correct. It will be aimed at assessing competencies, aptitudes, and professional traits suitable for the position, such as general reasoning, memory, attention, verbal aptitude, organization, order, diligence, and material collaboration. The maximum time will be 50 minutes.
Second exercise: syllabus of the Cortes
The second exercise will also consist of a questionnaire of 100 questions, with four alternative answers and only one correct, but in this case referring to the syllabus included in the announcement. It will also have a maximum duration of 50 minutes.
The program includes subjects such as the Spanish Constitution, fundamental rights, the Ombudsman, the Constitutional Court, effective equality between women and men, the composition and functioning of the General Courts, the legislative procedure, the function of control over the Government, the staff of the Courts, the functions of the Body of Ushers, parliamentary administration, the Government, the territorial organization of the State, citizen attention, transparency, electronic administration, and data protection.
How the tests are scored
Each exercise is valued from 0 to 100 points. Each correct answer adds one point and incorrect answers penalize with a third of the value of an answer. Blank and null answers do not score.
To pass each exercise, it will be necessary to obtain at least 50 points. First, the psychotechnical test will be corrected, and only after that will the second exercise of those who have passed the first part be corrected. The final grade will be the sum of the scores obtained in both exercises.
What happens in case of a tie
In the event of a tie, the announcement establishes several tie-breaking criteria. First, the highest score obtained in the second exercise will be taken into account. Then, the highest number of correct answers in that second test. Third, the highest number of correct answers in the first exercise.
If the tie persists, a supplementary test will be held among the tied candidates. It will consist of a questionnaire of 30 questions on the syllabus, with four alternative answers, penalties for mistakes, and a maximum time of 10 minutes.
What a usher does in the Courts
The Body of Ushers is part of the civil service personnel of the General Courts and carries out essential auxiliary tasks for the functioning of the Congress and the Senate. Among its functions are material support tasks, attention, organization, internal assistance, and activities related to parliamentary protocol.
Although it is not a higher-level opposition, it does require knowledge of the basic functioning of the Chambers, their bodies, their sessions, their procedures, and the role of parliamentary personnel. That is why the syllabus combines constitutional, parliamentary, administrative, and citizen attention content.
Where the lists and notices will be published
Once the registration period is closed, the Tribunal will publish the provisional list of admitted and excluded candidates in the Official Bulletin of the General Courts and on the websites of the Congress and the Senate.
There will be a period of 10 working days to submit claims or rectify defects. After that, the definitive list will be published, along with the date of the start of the tests. From that moment on, subsequent announcements will be made on the websites of both Chambers.
