The Minister of Agriculture, Fisheries, Water and Rural Development, Ramón Fernández-Pacheco, has detailed before the parliamentary commission the main lines of the accounts of the Regional Government of Andalusia for this department in 2027. The specific budget for the Department stands at 1,602 million euros for the next financial year and, by adding the corresponding allocation of the Fondo Andaluz de Garantía Agraria (FAGA), the overall figure increases to 3,211.3 million euros.
During his appearance, Fernández-Pacheco emphasized that the Andalusian Executive’s own resources increase by around 15% in the accounts of this department for 2027 and he insisted that these funds “will make it possible to continue supporting agriculture, livestock farming, agribusiness and fishing”. In this regard, he recalled that these activities represent “one of the main productive sectors of Andalusia and form an important economic, social and territorial pillar of the region”.
In relation to the different areas covered by the Department, the regional official stated that “the economic outlook for 2027 comes, among other things, to reaffirm the Regional Government of Andalusia’s support for the fishing and aquaculture sector” and for accompanying the coastal municipalities.
“For next year we maintain the budgetary effort that we made in 2026,” the minister indicated, specifying that “the 58 million euros of the fishing programme will enable actions aimed at modernizing the fishing and aquaculture sector, supporting marketing and transformation, and local development in fishing areas”.
Among the actions planned for the coming months, he recalled that the first Estrategia Andaluza de Economía Azul is already facing its second year of deployment and will contribute “to enhancing its economic profitability and to ensuring sustainable social growth”.
As a novel element, Ramón Fernández-Pacheco highlighted that “the budget for 2027 includes an allocation of 8.5 million euros for the Plan for Modernization and Improvement of the Andalusian Fishing Wharfs”.
Andalusian countryside and agri-food industry
In the agrarian chapter, the councillor has stated that in 2027 the agro-environmental aid will be reinforced again and that support will be given for the subscription of insurance policies with more than double the money that was allocated to this objective in 2018. Likewise, he has pointed out that "the budget will make it possible to keep adding economic resources to extensive livestock farming" by promoting the first Andalusian strategy dedicated specifically to this production model.
Similarly, Fernández-Pacheco has highlighted that, to the subsidies that are already offered to the Agrupaciones de Defensa Sanitaria Ganadera (ADSG) to guarantee animal welfare and to the compensations that are paid when appropriate, "a fund for exceptional aid related to animal and plant health, endowed with 15 million euros" will be added. At the same time, the Department plans for 2027 to intensify the external projection of Andalusian agrifood industries and products and to support initiatives aimed at strengthening innovation and digitization in the sector.
Along these same lines, the regional Executive has planned to activate "subsidies so that the sector has strategic tools that allow it to increase its production, its competitiveness, and its sustainability".
Throughout his appearance, Fernández-Pacheco emphasized that "water continues to be at the center of the policies of the Andalusian Government" and specified that the revenue from the canon will be used to fund hydraulic actions of different types, including both new infrastructure and the modernization, maintenance, and improvement of those already in place and of the riverbeds.
Specifically, the head of the Department referred to this last block of interventions to move forward with the advance that in 2027 investment will increase to 62.4 million euros for the restoration, protection, adaptation, and conservation of riverbeds.
"This is a record figure for investment to date," he emphasized. Alongside these lines of work, the investments planned for the next financial year also seek to reinforce water security, the guarantee of supply, and Andalusia’s capacity to respond to drought episodes.
The program includes dredging works, improvement and maintenance actions for dams, optimization of irrigation, and the use of alternative water resources. “The economic proposal will allow, among other things, to approve next year the Strategy for Complementary Water Resources,” the councillor has said, who has also referred to the support that will be provided by the Board for the modernization works included in the Irrigation Plan, agreed at 50% with the state-owned company Seiasa.
In addition, actions included in the PARRA Plan will be supported in order to convey regenerated water from the tertiary treatment processes of the wastewater treatment plants to irrigation communities, and the construction of new irrigation reservoirs will be facilitated.
