The parliamentary group Por Andalucía has announced that it will file a total amendment to the draft Law on the Budget of the Junta for 2027, considering that it "does not solve any of the problems" of the autonomous community and that they "reflect the failure" of the Andalusian president of PP-A and Vox, Juanma Moreno, "when it comes to addressing them", while at the same time interpreting that the PP-A "buys the reactionary agenda" of its coalition partner.
That is how the group spokesman, Antonio Maíllo, explained it in a press appearance at the Parliament, where he also specified that his formation will not defend said total amendment from the floor of the Plenary, since its debate is set for November 11, the date on which the general strike that the deputies of Por Andalucía plan to support will take place.
The also federal coordinator of Izquierda Unida (IU) has defended that "a Budget serves if it serves to solve the major problems" of Andalusian citizens, something that, in his view, does not happen with the accounts approved by the Junta for 2027, in which Por Andalucía sees "a renunciation of Andalusian self-government" and "an inability to undertake sufficient fiscal revenue."
In this line, he reproached the Andalusian Executive that it "makes the fiscal burden of income in Andalucía continue to fall on workers", while "the rich, that minority that has money as a curse", get away "scot-free", as he underscored.
Maíllo also denounced that, while "the State is addressing a strengthening of dependency with 700 million euros, the Government of the Junta de Andalucía contributes eleven" million only for this area. "Not even 1% is the co-responsibility of strengthening dependency" on the part of Moreno's Executive, the IU leader reproached.
In addition, the spokesman maintained that the PP-A "buys the reactionary agenda of Vox in terms of climate denialism in times of drought like these", as well as in matters of "rejection of gender violence", "buying" the concept of "family violence to which Vox alludes", and criticized the "absence of a housing policy" despite it being, as he emphasized, "the main problem we have in Andalucía".
Criticisms of the execution and the privatization of services
Likewise, Maíllo has focused on the "lack of credibility" of the regional Budgets that "are not being executed", something that, according to what he has indicated, "characterizes" the current accounts for 2026. As a "blatant" example, he has referred to the "housing rehabilitation, acquisition and construction plan", endowed with "983 million" and of which the Junta has admitted that it has only "executed 175 million euros; that is, 11%", he emphasized.
The leader of Por Andalucía has gone so far as to assert that "Moreno Bonilla is being the executor, the 'killer', the murderer of public services" through a "maintenance plan" of "privatization items, such as the 500 million euros for outsourcing services, for example health services, which are being maintained", money that, in his opinion, "could serve to strengthen the network of hospitals, health centers and specialty centers of the Junta de Andalucía".
In this context, Maíllo has insisted that "the Junta's budgets do not solve the serious social problems of Andalucía, the problems of the social majority", and consolidate that "a rich minority that has money as a curse continues to have Andalucía as the paradise of the absence of its tax contribution".
Alternative of Por Andalucía and final warnings
As a counterproposal, Por Andalucía will present a total amendment with the intention of promoting new accounts that "create employment and quality employment, from the matrix and the public impulse; that strengthen the public network of healthcare, dependency and education", and that "solve" the housing problem "from a planning by the State, of allocation of all resources not only to construction, but also to aid and also to fiscal policies that tax tourist housing so that these once again are and become part of the rental housing stock that allows prices to go down and be converted into affordable prices", he has explained.
"That can be done from public intervention, and that is what the budget project of the Junta de Andalucía of the right and the far right does not do", Maíllo has stated, who has also lamented that "in the care of the Gender Violence Office" he has checked that "there is no increase in budget items", which translates, according to what he has said, into "a freeze, despite the increase in gross terms of the growth percentage of the budget, which is a little more than 4%".
Finally, he pointed out that, within the "maintenance of the privatization line that Vox is promoting with the support of the PP", there is an "increase in educational agreements above the percentages of increase in the overall budget, 5.6%", which implies "already 1.176 million devoted to agreements, while our classrooms are being emptied in Primary schools and in Secondary Education institutes", Maíllo warned, to conclude that "the denialist agenda of Vox is penetrating the budgets of the Junta de Andalucía".
