The Foreign Affairs Committee of the Congress of Deputies will vote on Wednesday on the agreement signed between Spain and the Asian Development Bank (ADB) for the creation of an international institution's technology center on national territory. The text establishes the legal framework that will regulate the installation of a headquarters intended to guarantee the continuity and security of the organization's digital systems.
The agreement contemplates the implementation of a IT Services and Resilience Center, conceived as a support infrastructure for the Bank's technological operations. Its function will be to strengthen the entity's capacity to maintain the operation of its digital systems and services in the face of possible incidents or interruptions.
The arrival of this facility also implies a series of commitments on the part of Spain. The State undertakes to facilitate the establishment of the center and to guarantee access to essential services for its operation, including high-speed connectivity, electricity supply, water, and security measures. Likewise, the Bank's premises will enjoy a specific protection regime whereby Spanish authorities will not be able to access its facilities without authorization, except in emergency situations.
Tax Regime and Operational Autonomy
The agreement also regulates the economic conditions under which the Asian Development Bank will operate in Spain. As an international organization, the entity will be exempt from paying certain taxes related to its official activities and the acquisition of materials and equipment necessary for the development of its activity.

In addition, the text provides for mechanisms for the refund of indirect taxes that may affect certain purchases made by the institution. Along with this, the Bank will have the freedom to manage funds and currencies in the exercise of its functions, a common aspect in headquarters agreements signed with international organizations.
Benefits for Personnel Assigned to Spain
One of the most extensive chapters of the agreement refers to the treatment of workers who are assigned to the new technology center. The document contemplates facilities for their entry and residence in Spain, as well as for that of their families.
Bank employees will enjoy tax exemptions on remuneration received for their work at the institution and will have legal protection regarding acts performed in the exercise of their official duties. The agreement also provides that their spouses and children may access the Spanish labor market with prior authorization.
With this step, Spain positions itself as the headquarters of a strategic infrastructure for the Asian Development Bank, while assuming the usual obligations that accompany the installation of international organizations in its territory. The agreement seeks to offer the institution a stable and secure environment from which to develop an essential part of its technological activity.
After passing through the Foreign Affairs Committee, the next step will be its vote before the Plenary Session of the Congress of Deputies.
