The president of Ceuta, the 'popular' Juan Vivas, has lamented that the Minister of Territorial Policy and 'single command' of the Government in the city, Ángel Víctor Torres, pays "very little attention" to the demands of the autonomous Executive. For this reason, he has once again called for a "defined time horizon" for the return to normality in the autonomous city.
"We are proposing to return to normality, to qualify the matter by its name and to apply the capabilities that the State has with the advice of Europe so that the return to normality has a defined time horizon," Vivas has stated at the 'Forbes Economic Summit 2026'.
During his speech, the Ceuta president provided a detailed chronological account of the massive entry of immigrants at the end of July, recalling the prior warnings that, he indicated, he conveyed to the central Government and the subsequent action taken regarding this "invasion".
In this context, Vivas has reiterated that these immigrants accessed Ceuta with the "consent" of Morocco and has held the Government of Pedro Sánchez responsible for a "truly disastrous" behavior in managing the migration crisis.
"Stability is not normality"
Regarding the contacts he maintains with the 'single command' of the Government, Vivas has criticized that the Pedro Sánchez Executive implies that the time horizon for resolving the conflict is for the Ceuta citizens to "endure because that is where they live".
"Every time we talk to the single command, we ask them what plan they have for the return to normality, aside from filling all of Ceuta with camps, that response has still not been addressed in a concrete and precise manner," he added.
As he has reiterated, his impression is that the Government trusts that stability in Ceuta will be restored by the end of the year, although he has clarified that "stability is not normality": "We are proposing that the first and only issue is to return to normality."
"Frivolity" of Sánchez
Vivas has also referred to the statements of the President of the Government, Pedro Sánchez, in the hallway of Congress when, when asked about the situation of minors in the autonomous city, he responded "that to Vivas".
"He might have been referring to another Vivas," the Ceuta president has ironized, who has denounced the "unheard-of frivolity" of the head of the Executive with these statements.
In this sense, it has emphasized that Ceuta does not have "competencies in borders, in immigration, in Interior, in Foreign Affairs, in Education, and in Health," thus reminding of the limitations of the autonomous city to face the crisis alone.
