The Minister for Digital Transformation and Public Function, Óscar López, has left the door open this Wednesday for a review of the residence supplement for public employees assigned to the Canary Islands. He did so after the deputy from Coalición Canaria, Cristina Valido, demanded that its update be equated to the proposal for the Balearic Islands, and he guaranteed that the Government will also address this issue once the "most urgent" situation of the Balearic archipelago is resolved.
López made these statements during the debate on the validation of the royal decree law that recovers partial retirement for the labor personnel of public administrations and updates the residence supplement for public employees of the General Administration of the State in the Balearic Islands.
In the debate, the deputy from Coalición Canaria Cristina Valido announced her group's favorable vote, considering both the recovery of partial retirement and the improvement of the residence supplement in the Balearic Islands to be "fair." However, she demanded that the Government extend this update to the Canary Islands, denouncing that the supplement has been frozen since 2007 despite the increase in the cost of living and the difficulties in filling positions in the public sector.
The parties in favor of the validation have emphasized that the decree recovers a right for the labor personnel of public administrations and facilitates generational change. In this regard, the deputy from PNV Mikel Legarda, the spokesperson for EH Bildu Oskar Matute, the deputy from ERC Pilar Vallugera, and the deputy from Sumar Engracia Rivera have also called for the future reform of the Public Function to help reduce temporality and provide a solution to the situation of interim personnel.
From Sumar, the deputy Vicenç Vidal has positively assessed the update of the residence supplement in the Balearic Islands, although he has called for additional measures to address the high cost of housing and living in the archipelago.
For her part, the deputy from Podemos Ione Belarra focused her intervention on denouncing the abuse of temporality in public administrations and reiterated the demand for "permanence now" for interim personnel in fraud of law. She also conditioned her party's support for a future reform of the Public Function on the Government first addressing this issue.
In the critical block, the deputy of Junts Josep Pagès, the one from the PP Ángel Ibáñez, and the one from Vox Emilio Jesús del Valle have coincided in questioning the use of the decree law, although for different reasons. Pagès has reproached the Executive for resorting to this route while leaving unresolved other issues affecting Catalonia; Ibáñez has defended that the Government is trying to correct with this text a problem generated by its own management and has requested a comprehensive reform of the Public Function; and Del Valle has announced Vox's vote against, has censured that the decree leaves out the civil servants and has labeled the update of the residence supplement in the Balearic Islands as insufficient.
In his reply, López has emphasized that the main focus of temporality is found in the autonomous communities, has requested collaboration to advance the future Public Function Law, and has thanked the support of the groups that will allow the validation of the decree.
During the session, Coalición Canaria, PNV, EH Bildu, ERC, Sumar, and PSOE have explicitly expressed their favorable vote for the royal decree, while Vox has confirmed its rejection. Junts has expressed its agreement with the content of the norm without specifying the direction of its vote, just like Podemos and the PP, which have focused their interventions on other criticisms of the Government.
