Bizkaia’s General Assemblies begin this Wednesday, November 4, the round of appearances by the foral deputies before the Finance Committee, in which the budget projects for 2027 of the nine departments of the Biscay Provincial Council will be explained, within the scheduled parliamentary procedure.

The draft accounts for the next fiscal year, validated by the Governing Council last week, amounts to 12.110 billion euros and sets a departmental available amount of 1.806,6 million. The processing in the Assemblies began last Friday with the electronic filing of the Draft Foral Norm.

Within the framework of this schedule, the foral officials will present before the Finance and Budget Committee the main items and actions of each area. The inaugural session, this Wednesday, will feature the intervention of the Deputy for Finance and Budget, Itxaso Berrojalbiz, and the Deputy for Economic Promotion, Ainara Basurko.

On Thursday it will be the turn of the Deputy for Natural Environment and Agriculture, Arantza Atutxa, and of the Deputy for Infrastructure and Territorial Development, Carlos Alzaga. On Friday will appear the Deputy for Employment, Social Cohesion and Equality, Teresa Laespada, and the person responsible for Transport, Mobility and Tourism, Sonia Pérez.

The schedule of appearances will be completed the following Monday with the attendance of the Deputies for Social Action, Amaia Antxustegi, and for Basque, Culture and Sport, Leixuri Arrizabalaga, as well as of the Deputy for Public Administration and Institutional Relations, Ager Izagirre.

Once this informative phase in the Finance Committee is concluded, the Board will open the period for the juntero groups to register their amendments to the normative text, a period that will run until November 30. Next, the Biscay Chamber will study the proposals and a first plenary session will be called, scheduled for December 11, in which the total amendments will be debated.

Later on, the partial amendments will be discussed in the Finance and Budget Committee between December 14 and 17. The parliamentary process will close on December 23 with a new plenary session in which the partial amendments that remain alive after their passage through committee will be submitted for consideration.

The two groups that support the Foral Government, PNV and PSE-EE, have a majority in the Chamber to carry the accounts forward. Nevertheless, the general deputy of Bizkaia, Elixabete Etxanobe, stated during the presentation of the project the Executive’s willingness to "dialogue" with the opposition groups to try to reach agreements that incorporate their contributions, and called for debating the accounts with the "rigor" and "importance" they require despite the pre-election context in which the negotiation will take place.

The project amounts to 12,110.1 million, 789.8 million more than in 2026 (+6.98%), and includes institutional commitments of 9,758.4 million, with allocations of 7,648.3 million for the Basque Government, 1,337.8 million for municipal financing, 761.3 million for the Cupo to the State and 11 million for the General Juntas. Personnel expenses total 284 million, those linked to amortization and debt interest reach 259 million and the global credit stands at 2 million.

Once these obligations are deducted, the departmental available amount will be 1,806.7 million, 88 million more than in 2026 (+5.15%). Social spending will absorb 906.4 million, of which 813.9 million correspond to the Social Action department and 92.4 million to Employment, Social Cohesion and Equality.

As for the rest of the areas, Infrastructure and Territorial Development will have 257.1 million, Transport, Mobility and Tourism will have 231.7 million, Public Administration and Institutional Relations 98.9 million, Economic Promotion 83.4 million, Natural Environment and Agriculture 80.9 million, Finance and Treasury 75.1 million and Euskera, Culture and Sport 73.1 million.
