Gimeno intervened in the plenary session of the Foral Parliament to answer an oral question from the PSN on the conversion of the PAI into an educational model, arguing that with this legislative initiative "the 352 own regional teachers could be integrated into the state corps". "It would be the most positive thing," he stressed before the Chamber.

The head of Education emphasized that "it is time for good politics, it is time for political maturity, it is time to integrate these 352 own regional teachers into the state corps." Along these lines, Gimeno pointed out that "I have the impression that as the Spanish Socialist Workers' Party has presented it in Congress, there is someone who is hiding, who says one thing in the morning, another in the afternoon, and meanwhile there are 352 families waiting to be integrated into the state corps."

On the socialist side, Kevin Lucero maintained that "the PAI does not need more noise, it needs responsibility and maturity, it needs planning, evaluation, continuity, legal certainty, and teaching stability." "And this is where each political group has to decide which side it is on," he added, recalling that "a bill that we have presented in the Congress of Deputies to integrate PAI teachers into the state teaching corps is being processed." In his opinion, it is "a necessary measure to consolidate the model, to provide legal certainty," and he warned that "if UPN and the PP truly want the PAI to be a model, they will have to support the law in the Congress of Deputies."
