The Plenary of Congress has again rejected this Thursday, for the second time, the deficit path and the budget stability objectives that the Government had designed for the Budgets of 2027, which will force the Executive to continue with the new public accounts with a more demanding fiscal roadmap for the autonomous communities.
On July 14, the absolute majority formed by PP, Vox, Junts, and UPN had already overturned those deficit objectives for the first time, in a vote in which Podemos and the Compromís deputy integrated into the Mixed Group, Águeda Mico, abstained.
After that parliamentary setback, the Government decided this Tuesday to approve again in the Council of Ministers the same stability path and send it back to Congress for a second attempt, which has also resulted in failure.
The Executive's proposal set the deficit of the entire Public Administrations at 1.8% of GDP for the next fiscal year, 1.6% in 2028, and 1.5% in 2029. Within that distribution, the Central Administration would concentrate the largest part of the imbalance, with rates of 1.5%, 1.4%, and 1.3% in the period 2027-2029.
At the same time, in the meeting of the Council of Fiscal and Financial Policy, it was approved, despite the vote against from the PP councilors, that the autonomous communities have a deficit target of 0.1%.
During the defense of the path, the Minister of Finance, Arcadi España, warned that if Congress rejected the objectives proposed by the Government, the autonomous communities would lose access to 5.849 billion euros of additional margin. "Today you have a new opportunity to decide, I hope you have reflected and that you do not opt for blocking, but for building and obtaining more resources for all autonomous communities," the minister pointed out.
As anticipated, the words of the Minister of Finance did not change the direction of the vote and the objectives have again fallen with the same correlation of forces. The Government had already indicated that it would continue with the processing of the Budgets of 2027 with a more restrictive fiscal planning for the autonomies, while respecting the fiscal limits set by the European Union.
The intention of the Executive is to start conversations about the accounts of 2027 with the different parliamentary groups once it closes the project within the Government, aiming to register the text after the summer.
