The president of the PP and candidate for the Presidency of the Government, Alberto Núñez Feijóo, includes in his electoral program the idea that caring for a family member may be deductible in the IRPF. In his specific proposal, he proposes allowing a 40% deduction of expenses for professional care for a dependent elderly person, and that the State assume the contributions of whoever leaves their job to dedicate themselves to caring.
This measure—which Europa Press has obtained—appears in the program with which the Partido Popular will stand for the general elections on next 29 November. The document will be presented publicly on Tuesday in Madrid by Feijóo, accompanied by the deputy secretary for Sectorial Coordination, Alma Ezcurra, who is responsible for coordinating the text.
Feijóo has reiterated publicly his commitment to strengthen the Welfare State if he reaches the Palacio de la Moncloa, guaranteeing that he will leave it in a better situation than the one it is in. “A strong welfare state is not the one that promises more but the one that fulfills what it promises,” he said on 17 October during the congress of the ONCE.
A State Pact for dependency
With this approach, the PP promises in its program to promote a State Pact for Dependency that guarantees stable, multi-year funding, in coordination with the autonomous communities. Likewise, the party commits to make effective the State contribution of 50% of the public cost of the dependency system.
“Families will deduct 40% of what they pay for the professional care of a dependent senior, and the State will pay contributions for whoever stops working or reduces their working hours to care for a dependent family member, whether or not they receive the care benefit in the family setting,” the document obtained by Europa Press literally states, in which it is highlighted that with a PP government “dependency will arrive on time.”
Comprehensive reform of the care system
In the Political Report approved at its National Congress of 2025, the PP already put forward its intention to “transform dependency so that it is properly funded and becomes a dignified, accessible and human care system, where all families know they are not alone, and where caring for those who need it does not mean sacrificing everything.”
In that text—debated in the conclave in which Feijóo was re-elected president of the party—, the formation recognized the "immense effort that families make with people with disabilities, dependents and seriously ill people in their care".
"We have to be able to ensure the quality of care in the home and give greater social value to unpaid work," the paper said, to then emphasize that "no one should be forced to give up their job or their well-being due to lack of support in this task".
