The State Secretariat for Security of the Ministry of the Interior has determined that, at a minimum, 80% of the private security workforce assigned to essential services must remain operational during the general strike scheduled for next 11 November, with the aim of guaranteeing the protection of critical infrastructures, including nuclear power plants, refineries, petrochemical complexes, and fuel depots.
These minimum services also extend to arms or explosives factories and warehouses, as well as to the facilities linked to the supply and distribution of water, gas, and electricity. In the case of security services in public transport, such as ports, airports, or railways, and in telecommunications centers, the percentage is increased to 90% of the staff.
Interior refers to the so-called “strategic sectors” and to the applicable regulations, since, as they are “highly interdependent” infrastructures, this is in accordance with the resolution of the State Secretariat for Security dated 30 October, released this Wednesday in the Official State Gazette (BOE) and consulted by Europa Press.
“A security failure of any kind (physical or cybernetic) in any of these can trigger, through cascading effects, very serious scenarios for their operation and for the safety of citizens,” the document states.
The Ministry of the Interior also establishes that “the appropriate level must not be less than 80%” in the activities of transportation and custody of money in the form of coins and banknotes, as well as in alarm control centers and in the centers and headquarters of social media.
In addition, it sets coverage at 85% in the personal protection services that may be inside establishments, premises, and events, both public and private, as well as in fishing or merchant vessels that sail under the Spanish flag with war weapons on board.
Since the strike has been called for 11 November, in activities subject to shift-based scheduling the minimum services must be maintained from the start of the first affected shift, even if it begins before 00:00 hours on that day, and until the conclusion of the last affected shift, even if it ends after 24:00 hours, as Interior details.
It is also required that the percentages set will always include, "as a minimum," a security guard and that, in all cases, "the minimum staffing determined in the regulations, authorization, security plan or self-protection plan that corresponds to apply in each case" must be available.
