The resident of Sabiñánigo (Huesca) Evohé Sansegundo, mother of a minor with non-verbal autism, intervened this Wednesday in the Courts of Aragon to denounce that the Sabiñánigo City Council "have played with my son's non-verbal condition" and "have stripped him of his dignity, rights, and integrity," demanding that the Superior Prosecutor's Office of Aragon open an investigation.
Sansegundo appeared "as a mother and to be the voice of my son" before the Commission of Citizen Appearances of the regional Parliament. There she detailed that her son "has a 65% disability, grade 2 dependency, and non-verbal autism."
As she recounted, "at just three years old, he began to suffer from the city council of our town, Sabiñánigo, a series of acts against him and his condition." As the most recent incident, she explained that "in May 2024, the city council advertised places for the summer school, reserving ten for children with special needs" and that her son was accepted into that program.
She pointed out that "since May, they were aware of his situation," so, in her opinion, "they had time to find and hire a qualified person," but she denounced that "in less than five days we saw our son barefoot in a school playground, without eating or drinking and with his diaper unchanged."
Given this situation, she indicated that "due to the mistreatment received, both the child and we decided to file a complaint, which if it hadn't been for the Ombudsman of Aragon, would never have appeared."
She added that "the city council gave us the option to remove the child from the summer school, but we told them that this was not going to happen because our son needs to socialize with his peers." After filing the complaint, "once the complaint was filed, they decided that someone qualified would be hired, which suggests that there was negligence on their part," she considered.
Sansegundo recalled that "in 2025 and 2026, the Sabiñánigo City Council, together with the Comarca, will work under the Co-responsibility Plan of the Ministry of Equality to carry out the summer school" and that "one of the criteria for preference on the lists is that one of the members has a recognized disability." However, she reproached that "in both years, once they received the subsidy, they forgot the criteria."
In his speech, he asked parliamentarians for "transparency with the case because I need people to know what fifteen adults have done to a small child" and requested that the Cortes of Aragon formally ask for the urgent action of the Superior Prosecutor's Office of Aragon "so that it assumes the investigation".
Stance of the parliamentary groups
From the PP, deputy María José Vicente stressed that this case "highlights a fundamental issue, which is the need to continue advancing in the effective inclusion of minors with disabilities in summer schools, camps, and leisure activities".
Vicente also pointed out: "We are aware that many local entities make an effort to carry out these activities, but there are still situations that must be improved."
On behalf of the PSOE, Carmen Soler stated: "We reiterate our commitment to the protection of minors, to the inclusion of people with disabilities, and, above all, to institutional respect," although she qualified that "we cannot prejudge, we are here to listen to you and do everything we can within the legislative framework."
Vox deputy Ana Pardo remarked that "it is important to listen to speeches like yours, which give a voice to those who cannot raise it," and argued that "protocols in the Sabiñánigo City Council should be reviewed and strict protocols should exist so that this does not happen again."
For CHA, Mascún Ariste insisted that "we all share the desire that citizens' problems find just and as appropriate answers as possible and that public administrations always act with sensitivity and closeness."
The A-TE deputy, Pilar Buj, also spoke, emphasizing that "institutions must be there to support citizens" and warned that "this intermediation of institutions is necessary so that situations that harm the minor do not continue to fester."
