The Council of Ministers has approved this Tuesday the appointment of Luis Óscar Moreno García-Cano as the new director general of International Financing, a position in which he replaces Inés Carpio San Román.
Until now, Luis Óscar Moreno García-Cano held the position of coordinating advisor for Economy at the Permanent Representation of Spain to the European Union (REPER), where he acted as Spain's representative in the working group of financial advisors, responsible for preparing the Ecofin meetings and negotiating legislation on fiscal governance and international financing.
In that area, he has led the negotiation of macro-financial assistance files to Ukraine and other countries in the Eastern and Southern neighborhood, in addition to other European financial instruments such as SAFE, InvestEU, or REPowerEU.
During the Spanish Presidency of the Council of the EU, in the second half of 2023, he was at the head of the economic team of the REPER and actively participated in the closure of the agreement on the reform of European fiscal rules, as well as in other dossiers related to financial regulation.
Previously, he served as an advisory member in the General Subdirectorate of External Debt Management and International Financing, where he assumed responsibilities in international financing, sovereign external debt, European guarantees, and debt conversion programs.
He has also been the director general of Economic Diplomacy at the Ministry of Foreign Affairs, European Union, and Cooperation; chief economic and commercial advisor at the Economic and Commercial Office of the Embassy of Spain in Rabat; and deputy general director of International Trade in Services and Investments.
His career also includes various positions in entities linked to international financing, including advisor to Cesce, advisor to Cofides, member of the Governing Council of Aecid, and advisor to Spain Expansión Exterior.
In the academic field, Luis Óscar Moreno García-Cano holds a degree in Economics from the Universidad Autónoma de Madrid and has a Diploma of Advanced Studies in International Economic Relations from the same university, with part of his postgraduate studies completed at Georgetown University. He is also a graduate in Market Research and Techniques from the Universidad Autónoma de Madrid and has been part of the Senior Corps of Commercial Technicians and State Economists since 2008.
