The Council of Ministers has given the green light this Tuesday to the review of spending limits and to a credit transfer of 1.483 billion euros intended to support the financing of various defense programs.
On one hand, according to details from the Ministry of Finance, the credit transfer for that amount has been authorized to the Ministry of Industry and Tourism in order to cover the actions included in the Industrial and Technological Plan for Security and Defense, approved in April of last year.
The Ministry of Industry and Tourism is part of 31 programs included in that plan and carries out a total of 34 actions. These are multi-year initiatives for which 2.139 billion have been committed in the fiscal year of 2026, specifies Finance, which adds that previous programs to the aforementioned Industrial Plan of 2025 are still being addressed for an amount of 1.089.5 million during this fiscal year.
Likewise, in the year 2026, the launch of new Special Modernization Programs (PEM 2026) is planned, in which the department headed by Jordi Hereu will make financial contributions in 14 of them, with a contribution for that fiscal year coming from the mentioned 1.483 billion.
At the same time, the Government has approved an agreement that modifies the limits and the number of fiscal years included in Article 47 of the General Budget Law to assume spending commitments charged to future fiscal years, with the aim that Industry and Tourism can address the financing of different programs within the framework of the Defense PEMs between 2027 and 2032.
Specifically, the Ministry requests this authorization in the budget applications "Refundable contributions to companies for the development of qualified industrial technological projects related to Defense Programs" and "Refundable contributions to companies for the development of qualified industrial technological projects related to Defense Programs."
Finally, the Council of Ministers has also agreed to adjust the spending limits so that the Ministry of Defense can cover 14 new special programs integrated into the Industrial and Technological Plan for Security and Defense, which will have the aforementioned pre-financing from Industry and Tourism, emphasizes Finance.
