The toll highways that went bankrupt after the financial crisis of 2008 and that the State rescued in 2017 closed 2025 with an aggregate net profit of 27.3 million euros, which represents an advance of 32.9% compared to the 20.5 million euros obtained in the previous year.
According to the annual accounts of Seitt, the public company responsible for the management of these roads and consulted by Europa Press, the turnover from toll collection on this network stood at 96.5 million euros, an increase of 2.2% compared to the 94.5 million euros recorded in 2024.
This increase in revenue occurred despite the drop in billing on the AP-7 Alicante after its transition to free use, which stopped contributing the 2.6 million in tolls from 2024 to register zero euros in 2025, an impact that was offset by the higher traffic on the rest of the highways.
In particular, the Madrid radial roads R-3 and R-5 —managed by the same concessionaire— remained the main source of toll revenue overall, although they reduced their billing by 4.5%, down to 26.8 million euros.
Next were the R-2, with 16.8 million (+1.2%); the AP-36 (Ocaña-La Roda), with 16.7 million (+5.9%); and the R-4, with 15.7 million, which recorded a significant growth of 18.7% compared to the previous year.
Likewise, the AP-7 Cartagena-Vera contributed 12.4 million euros in tolls (+8%), the AP-41 Madrid-Toledo raised its income to 4.5 million (+31.5%) and the M-12 (Madrid Airport Axis) reached 3.5 million euros (+8.1%).
38% MORE PROFITS
In terms of profitability, the R-3/R-5 duo once again consolidated itself as the most lucrative asset for the State, recording a profit of 12.5 million euros in 2025, which implies a rise of 38.5% compared to the 9 million from the previous year.
By volume of profits, it was followed by the AP-36, with a net result of 6.9 million euros (+5.8%); the R-2, with 5.1 million euros (+73.1%); and the R-4, which increased its profit by 45.6%, up to 3.7 million euros. Conversely, the AP-7 Cartagena-Vera cut its net profit by 10%, down to 2.8 million euros.
On the loss side, three highways ended the year in negative: the AP-7 Alicante recorded a result of -3 million euros, reflecting the effect of the free tolls; the M-12 reduced its red numbers by 16%, down to 438,375 euros; and the AP-41 cut them by almost 90%, closing with a negative balance of only 230,014 euros, compared to the 2 million in losses of 2024.
In the overall accounting of the state company, which also integrates the rest of the administrative and patrimonial activity, Seitt concluded 2025 with a net profit of 33.1 million euros, 11.9% higher, and a total business figure of 101.3 million euros, which represents an increase of 4%.
