The general strike called for next Wednesday, 11 November, will have consequences for the activity of service stations. The Government has approved the minimum services that companies in the hydrocarbons sector must comply with and has established that a number of petrol stations equivalent to 20% of the facilities surveyed in each county shall remain open.
The measure is set out in Order TED/1179/2026, published this Saturday in the Official State Gazette (BOE). Its aim is to guarantee the supply of fuel during the 24 hours of the strike, without preventing workers’ right to take part in the stoppage.
The provision affects the entire national territory and establishes that the designated stations must provide service during their usual opening hours. Therefore, it does not imply that all the remaining petrol stations have to close: the 20% is the minimum coverage that must be guaranteed, not a maximum limit on the number of establishments that may operate.
Which petrol stations will be open during the strike on 11 November
The ministerial order includes a list of service stations that must remain operational during the day. The list appears in the annexes to the provision and includes information such as the province, the municipality, the address, the commercial sign and the operator of each facility.
The distribution criterion is established by counties, not through a single percentage calculated on the total number of petrol stations in Spain or in each autonomous community. In this way, the Government seeks to ensure that supply has territorial coverage and that different areas have refuelling points during the stoppage.
Drivers can consult the designated stations in the BOE, through Order TED/1179/2026. It is advisable to review the list by province and municipality before planning a trip, especially in rural areas or on long journeys.
What opening hours the service stations must keep
The minimum services will be in force during the 24 hours of the general strike, which will take place on Wednesday, 11 November, from 00.00 to 24.00 hours.
The gas stations included in the official list must maintain supply within their usual opening hours. This means that the order does not require a station that normally closes at night to operate throughout the entire madrugada, but rather it must provide service during the time slots in which it is normally open.
The 20% percentage applies to the number of installations registered in each comarca. The order also establishes a specific criterion for fuel supply points to vessels: in this case, the equivalent of 20% of the installations is calculated by autonomous community.
Ambulances, hospitals and firefighters will have fuel guaranteed
In addition to stations open to the public, the order establishes specific measures to ensure the supply of essential services. Companies must maintain the distribution of urgent orders intended for activities that cannot be stopped during the strike.
Among the recipients are:
-
Hospitals and health centers.
-
Ambulances and emergency services.
-
Firefighters.
-
Security forces and bodies.
-
Strategic centers.
-
Services that respond to situations of extreme need for humanitarian reasons.
Fuel necessary to maintain minimum services of air transport and ports must also be guaranteed. The provision also states that the refineries of Repsol, Petronor, Moeve and BP must keep operational the critical units whose shutdown could affect production beyond the strike day.
The fuel supply is not limited to gas stations
The minimum services approved by the Ministry for the Ecological Transition also affect the chain of production, transport and distribution of hydrocarbons. The facilities needed to maintain supply must remain operational and have standby equipment to deal with breakdowns or incidents.
In the case of natural gas, the transport and distribution networks, the regasification plants, the compression stations and the underground storage facilities necessary to avoid interruptions in supply will be kept in operation.
These measures seek to prevent the strike from causing supply problems that last beyond the 24 hours of stoppage. The order also requires maintaining the indispensable logistical operations to preserve fuel stocks and avoid interruptions in the supply chain.
What drivers should take into account before 11N
The approval of minimum services ensures that there will be service stations available during the strike, but it does not mean that all gas stations will operate normally. The supply of refueling points may be more limited in certain areas and will depend on the facilities included in the official list.
Therefore, those who plan to travel on Wednesday, November 11, can consult in advance the annex of the order and locate the designated stations in their county. It is also advisable to check the usual opening hours of each establishment.
In any case, the Government has not ordered the closure of the remaining 80% of gas stations. The obligation is to ensure minimum coverage equivalent to 20% of the facilities recorded by county, while other stations may keep operating if they decide to do so.
