The resources from the Recovery and Resilience Mechanism (RRM) have represented in Euskadi a mobilization of 4.694 billion euros, which have reached 30.409 beneficiaries up to the closing date of the execution period, June 30, 2026, as detailed by the second vice president and counselor of Economy, Labor and Employment, Mikel Torres.

During his appearance before the Economy Commission of the Basque Parliament to report on the degree of execution of these funds, the counselor explained that 1.307 billion euros of the total managed in Euskadi have been processed directly by the Basque Government.

The rest of the resources are divided between 2.918 billion derived from state-level calls and another 469 million coming from programs promoted by other autonomous communities, whose effects have also extended to the Basque territory.

In his speech, Torres highlighted that the RRM funds "have significantly contributed to the modernization of the Basque productive fabric and to strengthening its economic resilience, accelerating recovery after the pandemic and supporting the transition to a more sustainable, innovative, and competitive model." Of the 1.307 billion assigned to the Basque Government, 1.269 billion have been committed, which implies that 97% of the resources are already linked to specific projects.

The vice president emphasized that these European funds have had "a noticeable effect" on the recent evolution of the Basque economy. According to the study prepared by the Department of Economy, Labor and Employment, the mechanism has boosted Euskadi's real GDP by 1.3 percentage points and is associated with the creation or maintenance of about 10,000 jobs, contributing to a reduction of seven tenths in the unemployment rate.

Torres has focused on "the high level of execution" achieved by Euskadi within the framework of the RRM, which stands at 87.1%, equivalent to 1.106 billion euros. "The combination of a high level of financial execution and a high degree of compliance with the objectives reinforces Euskadi's position as one of the administrations with the greatest capacity to transform European resources into tangible results for the citizenry and the economic fabric," he stated.

Sectoral and territorial impact of the funds

According to what has been specified, the execution has increased by 62 million euros since the end of 2025 and this compliance rate "is especially relevant because it focuses on strategic areas for competitiveness, social cohesion, and the modernization of public services."

In the distribution by type of beneficiary, microenterprises and SMEs have absorbed 41% of the funds; large companies, 36%; temporary business unions, 12%; foundations and other entities, 7%; and households, 5%. In total, more than 26,000 small and medium-sized enterprises have accessed financing linked to the mechanism.

By historical territories, the allocated funds amount to 1,972.8 million euros in Bizkaia, 1,363.3 million in Gipuzkoa, and 874 million in Álava. To these amounts, 512 million linked to initiatives with direct impact in Euskadi are added, whose territorial distribution, as Torres has pointed out, is "more complex."

The regional government has also transferred 313.6 million euros of these European resources to provincial councils, municipalities, and other public entities to deploy actions linked to the Recovery Plan. Of that amount, 91.4 million have been directed to municipalities and local entities, while 86.8 million have gone to public entities such as EHU, Visesa, or Tuvisa.

Participation in the PERTE and final balance

The counselor has also highlighted the role of Basque companies and organizations in the PERTE, Strategic Projects for Recovery and Economic Transformation. "In addition to effectively managing the transferred resources, our companies, technological centers, universities, and entities have demonstrated a remarkable competitive capacity to compete and obtain funding in state calls in open competition," he has pointed out.

Euskadi has managed to capture nearly 1,580 million euros through the various PERTE, 7.5% of the 21,138 million granted in the entire State. Of that figure, 304.2 million come from calls managed by the Basque Government and 1,275.6 million have been obtained directly by Basque companies and entities in competitive state calls, which represents 8.1% of the total state.

The PERTE with the greatest economic weight in the community is that of the Electric and Connected Vehicle, with 623 million euros; that of Renewable Energies, Renewable Hydrogen, and Storage, with 353 million; and that of Industrial Decarbonization, with 165 million. Since the end of 2025, Basque companies and entities have increased the resources raised through these instruments by 76 million.

Torres has reminded that the final settlement of the mechanism is still open, so the figures could be adjusted during the final phases of verification, certification, and validation. Nevertheless, he emphasized that the available data "shows that Euskadi has been able to seize a historic opportunity." In the same vein, he highlighted that "high levels of execution and a solid degree of compliance with the committed objectives" have been achieved and that the capacity to attract resources in the most competitive calls has been strengthened, ensuring that the impact of the funds "reaches the entire territory and thousands of beneficiaries."
