The full Parliament of Navarra faces this Thursday and Friday the celebration of the last Debate on the State of the Foral Community corresponding to the XI Legislature.
The session will start this Thursday at 9:30 a.m. with the initial intervention of the president of the Government of Navarra, María Chivite.
The spokesperson of the foral Executive, Javier Remírez, explained this Wednesday that the president will focus her speech on "the values that guide the collective action of the foral Government, an action that undoubtedly reflects the way this Executive understands Navarra."
According to Remírez, this way of understanding the Community is articulated in "five great principles," which are "shared progress, an economy at the service of people, the defense of the public, useful self-government, and the plurality and diversity of Navarra, because in this territory coexistence is also one of our greatest strengths."
After Chivite's presentation, the plenary will be suspended for thirty minutes. Next, the spokespersons of the parliamentary groups will take the floor, in turns of up to 30 minutes and following the order of greater to lesser representation. Once these interventions are concluded, the president will respond globally. Then a reply turn of a maximum of 10 minutes will be enabled, which will end with a new intervention by Chivite.
Simultaneously, the period will open for the formations to register their resolution proposals before the Table of the Parliament, up to a maximum of five per group, a period that will close on the same Thursday at 3:00 p.m.
The Debate on the State of the Community will resume on Friday, from 9:30 a.m., with the discussion of the proposals admitted by the Table. The order of the debate on the resolutions will be the same as that of the interventions from the previous day, from greater to lesser representation.
Each parliamentary group will jointly present its proposals for a maximum time of 10 minutes. Next, a turn of interventions for or against and another of reply will be opened, both with a duration of five minutes.
Once the exchange of positions is finished, the resolution proposals registered by each formation will be put to a separate vote. The non-attached parliamentarian will have a five-minute voting explanation turn for each vote.
The article 226.1 of the Regulation of the Parliament of Navarra states that, at the beginning of each first session period of the legislative year, except in those in which the investiture debate of the Presidency of the Government has been held or elections take place in Navarra, the plenary will meet extraordinarily to hold a general policy debate on the state of the Community.
The same provision specifies that, before calling the debate, and within the first 15 working days of September, the Government of Navarra may send the Parliament a communication about it.
In the communication sent, it is detailed that the president of the Executive will use her initial intervention to review the action of the Government during the third year of a legislature characterized by the "solvency of the economy, the good employment and Social Security affiliation figures, and the leadership" in areas such as "Education, industry, innovation, or talent." Among the "complex" challenges for which, as emphasized, it is urgent to articulate responses, "inflation, housing, public health, migration, and coexistence" are mentioned. All of this will be addressed from the "institutional stability" and the "progressive" perspective of an "inclusive and committed to the public" Government, which aims to maintain Navarra as the "Community with the highest quality of life."
