Montserrat Lluís had barely been working for Vox for a year when Santiago Abascal decided to incorporate her into the national leadership of the party. She had entered politics in April 2022, after a long professional career in the media, to work in the Vice Presidency of the Junta de Castilla y León held by Juan García-Gallardo. In August 2023, the president of Vox tasked her with coordinating negotiations with the PP for the formation of regional governments. Since then, her name has appeared both in conversations with the popular party and in some of the most relevant internal disputes of the formation.

Three years after that appointment, Lluís will now occupy the second position on the Vox candidacy for Congress in Madrid, immediately after Abascal. She has been the deputy secretary general since May 2025 and retains the National Vice-Secretariat of Government Action and Parliamentary Coordination, from which she participates in regional negotiations and maintains contact with the party's institutional representatives.

Her incorporation into the lists comes after a period in which she has mainly worked in the organization of Vox, without holding a seat in Congress. Abascal's trust in her has been reflected in successive appointments and in her participation in matters ranging from agreements with the PP to changes in territorial leaders.

Her arrival at Vox with García-Gallardo

Montse Lluís's relationship with Vox began in Castilla y León, where the PP and Vox had reached an agreement in March 2022 to form the first coalition regional government between both formations. García-Gallardo assumed the Vice-Presidency and Lluís was appointed general director of Coordination and Social Interaction, assigned to his department.

Her arrival at the Junta occurred on the recommendation of Kiko Méndez-Monasterio, a trusted advisor of Abascal, according to El País. From that position, she worked alongside the regional vice president on relations with the rest of the Executive of Alfonso Fernández Mañueco, during a legislature in which frequent disagreements arose between the two partners.

Her activity in Castilla y León ended up taking her to the national direction of Vox. In August 2023, after the regional and municipal elections held in May, Abascal called her to coordinate the negotiations that the party was maintaining with the PP in different communities. The formation had managed to enter several regional governments and needed to agree on the distribution of responsibilities and political commitments with its new partners.

Lluís then left his position in the Junta and assumed the National Deputy Secretary of Government Action and Parliamentary Coordination. His work began to be developed directly from the national direction, although he maintained a close relationship with regional politics.

The negotiations with the PP

Lluís's responsibility in the territorial agreements did not end with the formation of the 2023 governments. He also participated in the subsequent conversations between Vox and the PP, especially after Abascal ordered in July 2024 the withdrawal of his advisors from the coalition regional executives due to disagreements over the distribution of unaccompanied migrant minors.

The break affected Castilla y León, Aragón, Murcia, Extremadura, and the Community of Valencia, while in the Balearic Islands, Vox withdrew its parliamentary support for the popular Executive. Despite that decision, the two formations continued negotiating budget agreements and other initiatives in different territories.

In Castilla y León, his intervention in relations with the PP led to tensions with García-Gallardo himself. According to information published by El País in March 2026, the national direction communicated to Mañueco's team that his interlocutor for certain negotiations would be Lluís and not the regional vice president. The newspaper also identified her as a participant in a meeting to resolve a crisis between the partners to which García-Gallardo was not summoned.

The former vice president ended up leaving Vox in February 2025, after publicly expressing his disagreement with the decisions of the national direction. His departure occurred when Lluís had already been working from Madrid for more than a year on coordinating the territorial agreements.

The deputy general secretary continued participating in conversations with the Popular Party during 2026. On April 8, she was part of the Vox delegation that met with representatives of the PP in Aragón to address the governability of the community. She attended along with the regional spokesperson, Alejandro Nolasco, and national leaders Carlos Hernández Quero and José María Figaredo.

The Antelo Crisis in Murcia

In addition to negotiations with other parties, Lluís has intervened in conflicts related to the Vox organization itself. One of the most well-known episodes took place in February 2026, when the national leadership decided to remove José Ángel Antelo from the provincial presidency of the formation in Murcia.

It was she who, on February 25, informed Antelo that the leadership wanted him to leave the position, although she offered him to keep other political responsibilities. According to El País, the proposal included a national spokesperson position for Sports and the commitment that he would run again as a candidate in the next regional elections.

Antelo rejected the offer and refused to resign. The next day, the other five members of the Provincial Executive Committee submitted their resignation, which led to the dissolution of the body and allowed the national leadership to reorganize the territorial structure.

The conflict had consequences beyond the provincial presidency. Antelo, who had been vice president of the Region of Murcia during the coalition government with the PP, publicly questioned the decisions of the national leadership and ended up confronting the organization. The crisis coincided with the discrepancies that Vox had with Javier Ortega Smith, another of the party's historical leaders.

Lluís traveled to Murcia again in March, this time to meet with María Guerrero, a Vox councilor who had reported an alleged case of harassment by the leader Luis Gestoso. According to what the party confirmed to The Objective, the deputy general secretary held a meeting with Guerrero on March 17 to learn about her situation and discuss her possible reintegration into the municipal group.

Her Rise to the Deputy General Secretariat

Lluís's incorporation into the National Executive Committee took place in January 2024, during the Extraordinary General Assembly in which Santiago Abascal was reelected president of Vox. Less than two years had passed since her arrival in politics and just a few months since her move to the national headquarters of the party.

Her next promotion arrived on May 27, 2025. The National Executive Committee then ratified Ignacio Garriga's proposal to appoint her as deputy general secretary, a responsibility that she began to combine with the Deputy Secretary of Government Action and Parliamentary Coordination.

Vox explained that the appointment responded to the need to strengthen Garriga's team to prepare for the upcoming electoral calls. Lluís was thus incorporated into the structure of the General Secretariat without abandoning negotiations with the PP, an activity she had developed since her arrival in Madrid in 2023.

The accumulation of both responsibilities explains a good part of her current work. As deputy secretary, she participates in political conversations with other formations and in parliamentary coordination. As deputy general secretary, she also intervenes in organizational matters that affect the leaders and territorial structures of the party.

A long career in ABC, Vocento, and COPE

Before joining Vox, Lluís had dedicated a good part of her professional career to media management. She started as a section chief at El Correo and later took on various responsibilities within Vocento, the publishing group of ABC and numerous regional titles.

In the group, she participated in editorial coordination projects and in the transformation of the newsrooms. She also held responsibilities in the audiovisual field, including the editorial direction of La 10, the television channel promoted by Vocento.

Her career at ABC led her to hold the position of deputy director of the newspaper, a responsibility she exercised during the digital transformation stage of the publication. She later joined the COPE group, where she assumed management functions related to content, innovation, and the development of its stations and audiovisual projects.

That professional experience preceded her arrival at the Government of Castilla y León in 2022. Unlike other Vox leaders who had developed their careers in political parties or public institutions, Lluís joined the formation after having held responsible positions in communication companies.

From work in the national direction to Congress

The candidacy of Madrid will mean for Lluís the possibility of accessing for the first time the Congress of Deputies. Although his political career began in a regional administration, during the last three years he has held his main responsibilities at the national headquarters of Vox, participating in negotiations with the PP and in decisions related to territorial organization.

However, this is not the first time that his name appears linked to a candidacy. In the general elections of July 2023, Vox already considered his inclusion in the list for Madrid, although he ultimately did not run in those elections.

This time he will occupy the second position, ahead of other national officials and deputies with parliamentary experience. The decision comes after his appointment as deputy secretary general and his participation in the regional negotiations of 2026.
