The Parliament Board has decided to qualify and process a total of 1,162 resolution proposals presented by the different groups, all without prejudice to what is provided in article 28.1 e) of the Chamber's Regulations. According to this provision, initiatives that deal with matters "that exceed the statutory competencies of the Autonomous Community" will be considered raised so that the Parliament urges the Government of La Rioja to urge, in turn, the Government of Spain or the competent public administration to execute the corresponding proposal.
In this session, the Board has processed 46 proposals from the Popular Parliamentary Group; 445 from the Socialist Parliamentary Group; 296 from the Vox Parliamentary Group; and 375 from the Podemos-United Left Parliamentary Group.
The second and final day of the Debate on the State of the Region will be held tomorrow at 9:00 a.m., and will start with the interventions of the spokespersons of the parliamentary groups, who will have a maximum of 30 minutes each to present their positions.
The president of the Chamber will have the possibility to respond to the questions raised individually, jointly, or grouping them by subjects. Subsequently, the parliamentary groups will have a reply turn of up to 10 minutes per group.
To conclude, the debate and voting on the resolution proposals admitted by the Board will be addressed. Each of them may be defended for a maximum of 3 minutes, and a turn against may be granted, for the same time, for each proposal.
