The Council of Ministers has given the green light this Tuesday to the appointment of the new diplomatic representatives of Spain in Ukraine, Latvia, Panama, and Serbia.
In the case of Ukraine, the new ambassador will be Adela Díaz Bernárdez, a member of the diplomatic career and until now second in command at the Permanent Representation to the North Atlantic Treaty Organization in Brussels.
Díaz Bernárdez holds a degree in Law from the University of Santiago de Compostela and has postgraduate training in community law from the Free University of Brussels and in international relations from the University of Nottingham.
Within the Ministry of Foreign Affairs, European Union and Cooperation, she has worked in the International Legal Advisory and has held the positions of deputy general director of Coordination of Community Legal Affairs and deputy general director of the Office of Human Rights. Abroad, she has been assigned to the embassies of Luanda and Luxembourg, as well as to the Permanent Representation to the United Nations in Geneva.
The new ambassador in Latvia will be Ricardo Díez-Hochleitner, until now director of the Cabinet of the Secretary of State for the European Union. He holds a degree in Law from the Autonomous University of Madrid and has developed much of his career in the cabinets of the Secretaries of State for the European Union, International Cooperation, and Ibero-America.
In addition, he has been deputy general director of Public Diplomacy and general director of External Promotion in the City Council of Madrid. His international experience includes the position of second in command at the Embassy of Spain in El Salvador, as well as missions in the European Commission as a seconded national expert, in the European External Action Service, and in the Permanent Representation of Spain to the European Union.
As for Panama, the Government has appointed Moisés Morera Martín as ambassador. He holds a degree in Law from the University of Deusto (Bilbao), a master's in International Trade and Politics from Georgetown University (Washington DC), and a doctorate in International Relations (Cum Laude) from Comillas Pontifical University (Madrid).
Morera Martín currently holds the position of Programming Director of the Consortium of the Casa de América in Madrid and has developed his administrative career in the Ministry of Foreign Affairs, European Union and Cooperation. He has been assigned to El Salvador, South Sudan, Venezuela, Morocco, and Italy and has served as Deputy General Director for the Middle East, Head of the Area of Economic Relations with Ibero-America, Deputy Director of the Cabinet of the Undersecretary, and Head of the Service of Official Travels and Visits.
Finally, the Executive has appointed Ander Ruiz de Gopegui Aramburu as the new ambassador to Serbia. He holds a degree in Law from the University of Deusto, a diploma in Business Sciences from the University of the Basque Country (UPV/EHU), and a master's degree (D.E.S.) from the Free University of Brussels, in addition to having completed the Leadership Program for Public Management at IESE.
Throughout his career, he has been the second in command at the Spanish embassies in Namibia and Sudan and has served in the Permanent Representations of Spain to the European Union (Brussels) and to the United Nations (Geneva). He has also worked as an advisory member in the Cabinet of the Minister and in the General Directorate of the United Nations, International Organizations, and Human Rights, and as a technical advisor in the General Subdirectorate of Eastern Europe and Central Asia. In the private sector, he has performed legal and foreign trade advisory functions in Madrid, Casablanca, and Shanghai.
