Vox has registered an initiative to force a vote in Congress next Tuesday in which the PSOE and its leftist and independentist partners must position themselves on the "full and indisputable" Spanish sovereignty of Ceuta, Melilla, and other enclaves in northern Africa, such as the Chafarinas Islands, the rock of Vélez de la Gomera, the island of Perejil, and the islands and rock of Alhucemas, as well as to explicitly reject the "claims" of Morocco over these territories.
The proposal, in the form of a non-legislative proposition, will be debated in the Foreign Affairs Committee and also seeks a formal condemnation of the statements made by Moroccan government officials who have questioned Spanish sovereignty over Ceuta and Melilla.
Furthermore, the text suggests that Congress should note the "incompatibility" between the reiteration of the territorial claims of the Moroccan Executive over these cities and the principles that underpin the Treaty of Friendship, Good Neighborliness, and Cooperation signed with Morocco.
Vox also demands that the Lower House ratifies that "no need for migratory cooperation, no economic interest, and no diplomatic convenience can justify the acceptance, silence, or ambiguity of the Government" of Pedro Sánchez in the face of these claims from a foreign country.
Several of these demands were already included in a motion by Vox debated and rejected by the Plenary of Congress this same week, so it is expected that this new initiative may encounter the same parliamentary rejection.
Direct requests to the Government regarding Morocco
In coherence with the above, the Vox document urges the Government to request Morocco, through a formal diplomatic communication, a "public, express, and unequivocal" declaration of respect for the sovereignty and territorial integrity of Spain and, in particular, for Spanish sovereignty over Ceuta and Melilla and, if it does not occur, to "immediately" promote the suspension of the Treaty of Friendship, Good Neighborliness, and Cooperation with the neighboring country.
In this line, it proposes that the Ministry of Foreign Affairs summon the Moroccan ambassador in Madrid to personally convey this message and warn him of Spain's willingness to defend its territory "with all the instruments and means at the State's disposal" and that, if they continue the "invasion" of Ceuta and the Moroccan demonstrations against Spanish territorial integrity, proceed with his expulsion and the simultaneous withdrawal of the Spanish ambassador in Rabat.
The formation of Santiago Abascal also suggests that the Executive demand Morocco to accept "without exception or formal or material excuse" all returns, repatriations, and expulsions from Spanish territory of its nationals, and that it thoroughly review the entirety of bilateral relations to ensure that any economic, commercial, migratory, police, military, or diplomatic cooperation is "presided over by the principles of reciprocity, respect for Spanish sovereignty, and defense of our territorial integrity."
