The general secretary of CHA and a deputy in the Courts of Aragon, Verónica Villagrasa, criticized this Tuesday that the regional Executive continues without allocating economic resources to the Aragonese Fund for Energy Solidarity, contemplated in Law 5/2024, of December 19. She also emphasized that the mandate approved by the Plenary of the Courts of Aragon on November 27 and 28, 2025, through a non-law bill, has not been met either.

In that initiative, the Courts urged the Government chaired by Azcón to immediately set in motion said fund and to distribute among the municipalities of rural Aragon the amounts collected during 2025. Likewise, it was urged to carry out all the necessary legal, technical, administrative and regulatory procedures to ensure that the town councils would have those resources in 2026, regardless of whether approved budgets existed or not.

However, in the parliamentary reply dated October 29, 2026, signed by the Minister of Finance, Interior and Public Administration, Roberto Bermúdez de Castro, it is admitted that “there are no amounts provided for or executed charged to the Fund” and that, consequently, there are no actions funded or beneficiary locations.

The person responsible for Finance argues for this lack of funding by stating that Chapter VII of the regulation, where the Fund is set out, entered into force on January 1, 2026 and that, therefore, during 2025 there was no legal coverage to finance it. He also argues that it is not appropriate to incorporate in 2026 amounts calculated on the basis of the collection of 2025, understanding that this was generated before the Fund itself came into force.

This legal interpretation does not, however, nullify the political mandate backed by the Courts of Aragon, which precisely required distributing the income obtained in 2025 and adopting all the necessary decisions so that the town councils would receive the money in 2026, even in the absence of approved budgets.

“The minister’s response thus shows that the Government has not implemented the parliamentary agreement nor has it made available to the municipalities the resources foreseen. In addition, it leaves unclear why the 2025 collection has not been used as a reference to calculate the allocation, as established in Article 55 of Law 5/2024,” Villagrasa said.

"The result is that, almost a year after the mandate of the Cortes and with just under two months left to finish 2026, the fund continues without effective funding, without funded actions, and without beneficiary municipalities. The town councils of rural areas continue not to receive the resources that the Cortes demanded be distributed during this fiscal year."

The deputy spokesperson for CHA has stressed that this Aragonese Fund for Energy Solidarity was created with the aim of ensuring that the economic benefits generated by the production of renewable energies also reach the Aragonese territory, in particular the rural municipalities that host the installations and bear their impacts.

Lastly, Villagrasa has said that her group will file new initiatives in the Cortes to demand explanations from the Government of Aragon and to call for a correction, in order to activate this energy solidarity mechanism as soon as possible.
