The BOE of September 18 publishes a new direct subsidy to the Autonomous Community of the Canary Islands aimed at reducing for farmers the extra cost of desalination and the extraction of water from wells and galleries used for agricultural irrigation. The measure is included in Royal Decree 733/2026, of September 16, approved by the Ministry for Ecological Transition and the Demographic Challenge.
The regulation also modifies Royal Decree 1159/2020, related to a direct subsidy to the Water Agency of Castilla-La Mancha for works and actions to improve the socioeconomic environment of the nuclei close to the reservoirs of Entrepeñas and Buendía. The summary published this Friday does not detail the amount of aid destined for the Canary Islands.
New regulation for the remuneration of the gas system
The energy section incorporates three circulars from the National Commission of Markets and Competition (CNMC) that establish new rules for the remuneration of different activities related to natural gas. Circular 4/2026 sets the methodology for determining the remuneration of natural gas transport facilities and liquefied natural gas plants.
Circular 5/2026 establishes the financial remuneration rate applicable to regasification, transport, and technical management activities of the system, as well as to activities linked to the distribution of natural gas during the regulatory period 2027-2032. The CNMC identifies these three circulars as regulatory development norms approved on September 8.
For its part, Circular 6/2026 establishes the remuneration methodology for the distribution of natural gas. The three regulations affect the regulatory framework with which the remuneration of the different activities of the gas system is determined.
Pension funds will have a new classification
The Ministry of Economy, Trade and Business publishes Order ECM/973/2026, of September 9, which determines the typology of pension funds for their classification based on their investment policy. The provision is part of the new rules included in the economic policy section of the BOE.
The same ministry also publishes a modification of the quantitative information models that must be used by insurance and reinsurance entities and groups of insurance and reinsurance entities for supervision, statistical, and accounting purposes.
Extremadura accelerates housing promotion
The BOE incorporates two decree-laws from Extremadura approved on July 28. The first adapts the regional regulations on the Official Chambers of Commerce, Industry, and Services to the basic state regulations and establishes measures to facilitate the exercise of street trading.
The second contains urgent actions in urban planning aimed at speeding up the approval of planning and its execution with the goal of promoting housing development. The summary does not elaborate on the specific modifications introduced by this regulation.
Congress repeals one decree and validates another
The section on general provisions also includes two resolutions from the Congress of Deputies. One orders the publication of the agreement to repeal Royal Decree-law 21/2026, of August 25, relating to the transparency and integrity of the activities of interest groups.
The other resolution publishes the agreement to validate Royal Decree-law 22/2026, of September 1, which approved urgent social and economic support measures for Ceuta. Both parliamentary decisions are formally incorporated into the BOE of September 18.
More measures on water, employment, and training
Among the provisions and announcements of interest, there is also a resolution from the General Directorate of Quality and Environmental Assessment regarding a storage infrastructure with batteries for its hybridization with the existing Larral photovoltaic park, in the province of Zaragoza.
The Ministry of Education, Vocational Training, and Sports also publishes two state calls for grants for training entities. One is aimed at training actions related to prevention and response to natural emergencies and fires, and the other for training for workers in the road transport sector.
In terms of infrastructure, the BOE submits several railway projects to public information, including actions at the Las Retamas station in Madrid, the electrical installations of the Lorca-Almería section of the high-speed line Murcia-Almería, and the Southern Railway Variant of Bilbao.
