The Valencian Corts will return this week to hold ordinary plenary sessions with the debate on total amendments to the Land Law as the central point, in a session that will coincide with the general strike called for this Wednesday 11 November. The last plenary took place on 14 October, and since then, the following weeks had been reserved only for meetings of the various parliamentary commissions.

Compromís demanded that the date of the next plenary be changed to avoid it overlapping with the stoppage day, a request that was rejected by PP and Vox. The PSPV positioned itself in favor of both the strike and the proposal put forward by the Valencianist coalition, although its deputies will attend the plenary, unlike Compromís representatives.

The plenary was scheduled for 11 and 12 November before the main trade unions announced the general strike in defense of the right to housing. The initial proposed agenda was approved last Tuesday by the board of speakers.

Two days later, however, a new board was called at the instigation of the PP to change the agenda and incorporate the debate and the voting on the total amendments registered by PSPV and Compromís to the Land Law. Both formations opposed it and accused the 'populars' and, in the case of the socialists, Vox of "twisting" the chamber’s rules, and, in the case of the coalition, of "violating" them. "They always look for a crack through which to justify their decisions," the left-wing parties lamented.

From the PP, meanwhile, the PSPV and, especially, Compromís were criticized for using a "smoke screen" and "political filibustering" to "deceive the citizens": "They want to go on strike and don’t know how to dismantle the story." Vox, for its part, denied having "any rush" to push through the Land Law and considered this type of adjustment in parliamentary planning to be "normal." The justification offered is that this item did not appear in the initial agenda because on Tuesday the total amendments had not yet been published in the official gazette of Les Corts (BOCV).

Election to the Council for Transparency and other appointments

In addition to the debate on the Land Act, this week’s plenary session will address the appointment of the person who will fill the vacancy on the Valencian Council of Transparency, for which only the candidacy of the former councillor Paula Sánchez de León appears, proposed by the PP. In her appearance before the Commission for the Regulation of Institutions of the Generalitat in Les Corts at the end of October, she defended her “public commitment and professional experience” to take on the position.

Her election requires the support of a three-fifths majority, as established by the Transparency and Good Governance law. This rule provides that, if within two months of the first vote and after several attempts the required consensus is not reached, the appointment may move forward by an absolute majority of the plenary session, as set out in its Article 49.

During the same session, Les Corts will also appoint the general councillors and councillors who will represent the Generalitat in the General Assembly of Caixa Ontinyent. Likewise, the plenary session must validate or repeal the decree-law of the Consell that sets certain financial measures linked to the response to the damage caused by the dana Adam and the decree modifying the law on the sanitation of wastewater in the Valencian Community.

PNL on flooding, climate, bullfighting events, and railways

In the section of non-legislative proposals (PNL), the PP will back an initiative for special urgent processing on the immediate execution of prevention and protection works against flooding, the maintenance and cleaning of riverbeds, and the launch of an early warning system. The PSPV will submit a PNL on adherence to the State Pact against the climate emergency in Spain, Compromís another concerning the retransmissions of bullfighting events on À Punt, and Vox another to strengthen security in railway infrastructure.

The agenda also includes three subsequent motions to interpellations of the Consell: one from Compromís on general policy regarding hate crimes, and two from the PSPV, relating to regional funding and the Teatro Principal de València. To these is added another motion on education registered by Compromís.

Finally, in addition to the question-and-answer round with the consellers, the PSPV will question the councillor for Education, Culture and Universities, Carmen Ortí, about the general policy of her department, while Compromís will focus its interpellation on educational infrastructure.
