The district mayor of La Torre, in València, Rafael Arnal, has submitted to the Court of Catarroja, which is investigating the case on the management of the dana of October 29, 2024, the information broadcast that day by loudspeaker, in which the alert for red-level rain throughout the coast and the northern interior was announced.
According to what is set out in the written submission sent by the district mayor and already incorporated into the proceedings, the magistrate requested these data after Arnal’s testimony as a witness. In particular, the judge asked to know the content of the notice to which he referred in his appearance and the exact moment when it was broadcast.
In the document, the district official of La Torre explains to the judge that he is not able to provide the literal text of the notice, given that the announcement was made "by loudspeaker, exclusively orally, through the broadcast of the content of the red rain warning communication" that they had received that same morning.
In this way, he details that the communication that reached the town hall and that was relayed through speakers was: "Good morning, 112 CV has just updated the meteorological pre-emergency in the northern coast and, therefore, in the city of València: red-level rain alert in the entire coast and northern interior".
The red-level rain pre-warning was received at 10:14 a.m. on October 29, "so the time when the notice was issued must have been within the following 30 minutes," Arnal specifies in his written submission to the court.
