The Assembly of Madrid has voted against urging the regional Government to implement the royal decrees on housing approved by the Government of Spain after the eviction of Maricarmen Abascal.

The initiative, a Non-Law Proposal promoted by the PSOE, also proposed reserving specific allocations in the 2027 Budgets in order to expand the public housing stock, strengthen rental aid, and put in place eviction prevention measures.

The socialist text also included a tax reform in the housing sphere: it proposed raising the Inheritance and Transfer Tax (ITP) from 2% to 6% for purchases of real estate carried out by real estate companies that now benefit from a reduced rate, setting rates between 10% and 20% for certain transactions by large property holders or acquisitions of multiple homes, and establishing a reduced rate of 3% for those who acquire their first habitual home, provided they meet certain requirements.

PSOE deputy Fernando Fernández has been tasked with defending the proposal, calling on the regional Executive to use all its powers to "solve a problem that is pushing thousands of people from Madrid out of their neighborhoods."

In his speech, Fernández Lara reproached the regional Government that "for the PP there is always room for fiscal measures when it comes to benefiting those who have the most, but it never seems there is when it comes to helping those who need housing."

Against the fiscal policy of the Madrid Executive, the socialist parliamentarian highlighted the measures included in the state royal decree, which contemplates "incentives in the IRPF for certain affordable rentals, deductions for tenants, fiscal measures and actions to encourage the rehabilitation of homes intended for habitual rental." In his view, "it shows that taxation can and must be used to guide the real estate market toward the general interest."

From the PP, deputy Paula de las Heras has defended the regional Government’s actions and has assured that in the Community of Madrid they are already "building, generating supply, and mobilizing land" in the 179 municipalities, avoiding "partisanship" and in response to a central Government that, she said, in eight years "has done absolutely nothing for housing."

De las Heras has said that, despite "promising" to facilitate access to housing, the central Executive has not provided real solutions, while "young people continue to fail to emancipate and families continue to pay a fortune". "PSOE MPs, at this rate, when you find the solution, we young people will no longer be looking for a house; we will be looking for a seniors' residence," he has said ironically, also taking aim at the "do-gooder" approach that he attributes to the Socialists on this matter.

Más Madrid calls for the decree and Vox rejects it

For Más Madrid, Jorge Moruno intervened, who has asserted that the debate on housing should be shifting toward proposals that have been "put on the table" from his formation, such as the introduction of greater tax progressivity in the sector or the application of disincentives to the accumulation of homes by large owners.

Moruno also took the opportunity to highlight the importance of extending the length of rental contracts, considering that they provide more "security and stability" in housing and reduce the "involuntary turnover" of tenants. As he explained, this would help contain price increases, since "the biggest jumps happen when the contract ends."

For its part, Vox deputy Beatriz Tejero has lashed out at the decree of the central Government, considering that it does not provide "for the construction of even a single additional home" and has emphasized that, when the owner feels legal uncertainty, "he does not rent," a situation that, in her view, is "worsened" by this rule.

Tejero also recalled that this is a decree that was rejected by Congress and that now, once the Parliament has been dissolved, the Executive intends to push it through with the backing of "69 deputies saying what 350 already rejected." "They used as a pretext a 87-year-old woman from Madrid, evicted by their own laws and with their Government at the helm. A woman who deserved respect and a solution, not a slogan," she concluded.
