The spokesperson for Education of Compromís in Les Corts, Gerard Fullana, the representative of the Valencianist formation in the Diputació de València, Dolors Gimeno, and the president of the Federation of AMPA of the province (Fampa-València), Elisabet Garcia, have denounced the "deplorable" situation in which the educational centers damaged by the dana of October 29, 2024, continue to be, when 233 fatalities were recorded, despite two years having already passed since that episode.

Fullana states in a communiqué that "two years have passed and, of the seven educational centers devastated by the dana that must be built anew or undergo a comprehensive rehabilitation, the tendering of the works has still not even been processed. This translates into the fact that around 4,000 students continue in barracks because of the inaction of the Generalitat of the PP".

The deputy recalls that "first with the tandem Carlos Mazón and José Antonio Rovira, and now with Juanfran Pérez Llorca and Carmen Ortí ['expresident' and former education conseller and 'president' and current consellera, respectively]. The names change, but not the result: two years of lies and no educational center with a medium-term construction horizon, because even the building plans have not been processed".

Among the affected centers he cites the CEIP Carme Miquel of Algemesí, with 162 schoolchildren; the IES Berenguer Dalmau of Catarroja, with some 1,500 students in prefabricated classrooms; the CEIP Orba of Alfafar, with around 300 minors in barracks; the CEIP Vicente Blasco Ibáñez of Alginet, with some 400 students in provisional facilities; the CEIP Número 2 of Massanassa, with some 800 students in modules, and the Conservatorio Profesional de Música and the IES Alameda of Utiel, where 600 students continue distributed between barracks and other centers.

The spokesperson for Compromís in the Diputació and councilwoman in Catarroja, Dolors Gimeno, reproaches the Conselleria for an attitude of "institutional desidia" by considering that "the town councils and the family associations are taking on repairs and improvements that would correspond to the Generalitat". As an example, she mentions various interventions in centers of Catarroja, Paiporta and Picanya.

A consultation driven by Fampa-València among its 645 AMPA/AFA, released in October 2026, indicates that 67% of schools and institutes are carrying problems in their infrastructure. For the president of the federation, "this has a lot to do with the centers affected by the dana, the minor works and the reconstructions that do not arrive. Prefabricated classrooms can be a provisional solution, but they cannot become an indefinite response".

Garcia also underscores that "the best tribute to all the affected people is to build a safer future. As the second anniversary of the dana is marked, we want to recognize the commitment of the educational communities, of the management teams, of the teaching staff, of the families and of all the people who worked to recover school activity in extraordinarily difficult circumstances. Their effort has been essential, but it cannot replace the obligations of the administrations".

"Not even 2% of the assigned budget"

On the economic level, Fullana maintains that "with the official execution data of these actions we can assure that not even 2% of the assigned budget is reached and that means that, in most cases, no prior procedure to the tendering of the works for the construction of the centers has yet been processed; that is, 0% execution. In other cases, only some kind of initial paperwork has been put in motion, but with no sign that the tenders to carry out the works will start soon and that the construction of these much-needed public school infrastructures will begin".

Compromís has prepared an analysis from the official budget execution data, in which it concludes that, of the 72 million euros planned for the works, only 1.4 million have been executed; "that is, not even 2%". The figures are based on the latest execution information released by the Consell, updated as of September 1, 2026.

The deputy emphasizes that "not even the final approval of any of the plans has been produced and, consequently, no construction tender has been started", and warns that "none of the forecasts made will be fulfilled and in this legislature not a single work will begin".

Likewise, it denounces that the regional accounts do not include the total amount that would be necessary, since "the budget foreseen in the regional accounts does not even contemplate the entirety of the necessary investment, since only an approved expenditure of 13.9 million of the 72.29 million needed exists. From the 2025 budget to the last one approved in July 2026, 9.1 million euros have been cut". In its view, "far from what was announced, the delay in the start of the initial procedures to plan the works until April 2025 caused the impossibility of processing them through the administrative emergency route".

According to the detail provided by Compromís, the CEIP Carme Miquel of Algemesí, with a budget of 4.8 million euros, shows an execution of 0.9%; the IES Berenguer Dalmau of Catarroja, with 18.9 million, has reached 2%; the CEIP Orba of Alfafar, with 9.1 million, reaches 10.5%; the CEIP Vicente Blasco Ibáñez of Alginet, with 7.9 million, remains at 0%; the CEIP Número 2 of Massanassa, with 12.2 million, has only executed 0.2%; the Conservatorio Profesional de Música de Utiel, endowed with 4.9 million, remains at 0%, and the IES Alameda of Utiel, with 14.1 million euros, also records an execution of 0%.
