The Congress Table plans to give the green light this Tuesday to the budget of the Chamber for 2027, which will amount to 123,677,050 euros, representing an increase of 12% compared to the 110,421,300 euros with which it has been operating since 2023, due to the lack of new General State Budgets in the last three fiscal years. The Cortes are autonomous to approve their own accounts, although they must subsequently be incorporated into the PGE project of each year.
According to the document that the governing body of Congress will examine, which Europa Press has accessed, the project includes a new item to cover the annual contributions that the Chamber will make under the agreements signed with the Royal Academy of the Basque Language, the Institut d'Estudis Catalans, the Royal Galician Academy, and the Acadèmia Valenciana de la Llengua (AVL). The total allocation will be 100,000 euros, at a rate of 25,000 euros for each of these institutions.
As has been customary, the personnel expenditure chapter is the highest. 58.83 million euros are anticipated, representing an increase of 16.60% compared to the 50.45 million allocated in the 2023 accounts.
This amount includes a higher allocation for the concepts linked to the payment of remuneration, derived from the salary increases approved by the Congress Table since 2024. The item allocated to senior officials and deputies will grow by nearly 9%, to 24.37 million euros; specifically, 16.47 million is reserved for salaries (8.03% more than in 2026) and another 7.90 million for supplements (10.94% more).
Application of salary increases to civil servants
In recent years, the Chamber has been adapting its accounts to the agreements that the Government reached with the public service unions, approved by decree law in the absence of new budgets, and that same increase was then transferred to the staff of Congress and to the deputies. This scheme could be repeated for 2027.
The Chamber's forecasts for the next fiscal year also contemplate the reinforcement of temporary staff, within the framework of the Assistance Program for Deputies, as well as labor personnel, linked to the selection processes already concluded, those that are underway, and those that will be called in 2027.
Likewise, the amount allocated for the payment of social security contributions is significantly increased, as a result of the accumulated increases in the years 2024, 2025, and 2026.
Saving on electricity and gas and more spending on services
The chapter of current expenses in goods and services will grow by 4.85%, rising from 45.41 million in 2023 to 47.62 million in 2027, despite a "notable reduction" in the cost of electricity supply (-70.29%) and gas (-42.50%).
The largest increases are concentrated in the leasing of machinery, installations, and tools (24.77%) and in the maintenance of buildings and other constructions (85.71%), as well as in the sub-concepts intended to cover contractual commitments of various natures, such as cleaning services, studies and technical work, and other services provided by external companies and professionals.
Compensations for termination and other items
Regarding the Budget for 2027, it is taken into account that the Chamber will have to face compensations for the exercise of the function of the deputies and the corresponding terminations in the event of a possible dissolution due to the calling of general elections. This item rises from 9.434 to 11.400 million, which represents an increase of 20.84%.
As for financial expenses, the forecast is again set at 4,000 euros. This chapter, created in the 2015 Budget, remains unchanged to address a possible payment of interest on the accounts that the Congress of Deputies keeps open at the Bank of Spain.
The budget allocated to current transfers increases by 3.87% (12.31 million compared to 11.85 million in 2023), mainly due to the economic commitments assumed by the Congress through collaboration agreements signed in 2025 and 2026 with the language academies for the training, knowledge, and dissemination of the official languages, with special attention to legal language; and with the Spanish Office for Science and Technology (FECYT) for the development of the Office of Science and Technology of the Congress of Deputies (Agreement of 2021, modified by addendum of October 2024).
The chapter of real investments records an increase of 82.45% compared to 2023. If 2.69 million were approved for that exercise, 4.90 million are contemplated for the next one, as the allocation of the different items integrated into this section is raised.
