The Congress Table plans to give the green light this Tuesday to the budget of the Chamber for 2027, which will amount to 123,677,050 euros, representing an increase of 12% compared to the 110,421,300 euros with which it has been operating since 2023, due to the lack of new General State Budgets in the last three fiscal years.
The Cortes have the autonomy to design and approve their own accounts, although they must subsequently be incorporated into the General State Budget project of each year.
According to the document that the governing body of Congress will examine, which Europa Press has accessed, the personnel expenditure chapter is again the most substantial. Personnel expenses are estimated at 58.83 million euros, 16.60% more than the 50.45 million allocated in the 2023 accounts.
This amount includes an increase in the allocations for payment of salaries, resulting from the salary increases agreed by the Congress Table since 2024. Specifically, the allocation for senior officials and deputies will grow by around 9%, to 24.37 million euros; 16.47 million are contemplated for payroll (8.03% more than in 2026) and another 7.90 million for supplements (10.94% more).
Increases equivalent to Public Service and reinforcement of personnel
In recent years, the Chamber has been aligning its salaries with the agreements that the Government negotiated with the Public Service unions, approved by decree law in the absence of budgets, and that same increase was then transferred to the personnel of Congress and to the deputies. The same could happen for 2027.
The forecasts for the next fiscal year also contemplate the reinforcement of temporary personnel, within the Assistance Program for Deputies, as well as labor personnel, depending on the selection processes already concluded, those that are underway, and those that will be called in 2027.
Likewise, the allocation for the payment of contributions to Social Security is significantly increased, as a consequence of the accumulated increases in the years 2024, 2025, and 2026.
New linguistic agreements and energy savings
The project also incorporates a new allocation to cover the annual contributions that Congress will make under the agreements signed with the Royal Academy of the Basque Language, the Institut d'Estudis Catalans, the Royal Galician Academy, and the Acadmmia Valenciana de la Llengua. The total amount amounts to 100,000 euros, at a rate of 25,000 euros for each entity.
The chapter of current expenses in goods and services increases by 4.85%, rising from 45.41 million in 2023 to 47.62 million in 2027, despite a projected "notable reduction" in spending on electricity supply (-70.29%) and gas (-42.50%).
The largest increases are concentrated in the leasing of machinery, facilities, and equipment (24.77%), in the maintenance of buildings and other constructions (85.71%), and in the subcategories intended for the payment of contractual commitments of various natures, such as cleaning, studies, technical work, and other services provided by companies and professionals.
Compensations for termination and current transfers
For the 2027 Budget, it is also anticipated that the Chamber will have to face compensations for the exercise of the function of the deputies and the payments derived from their terminations, in light of the possible dissolution of Congress due to the call for general elections. This section increases from 9.434 to 11.400 million, which implies a rise of 20.84%.
Regarding financial expenses, the forecast remains at 4,000 euros. This chapter, created in the 2015 Budget, maintains the same amount to cover a possible payment of interest on the accounts that Congress keeps open at the Bank of Spain.
The budget allocated for current transfers increases by 3.87% (12.31 million compared to 11.85 in 2023), mainly due to the economic commitments assumed by Congress through the collaboration agreements signed in 2025 and 2026 with the language academies for the training, knowledge, and dissemination of the official languages, especially in the legal field; and with the Spanish Office for Science and Technology (FECYT) for the development of the Office of Science and Technology of the Congress of Deputies (Agreement of the year 2021, modified by addendum of October 2024).
Strong boost to real investments
The chapter of real investments registers an increase of 82.45% compared to 2023. If 2.69 million were approved for that year, 4.90 million are contemplated for 2027, as the allocation of the different items included in this section is reinforced.
