Compromís has filed a complaint this week before the Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community (AVAF) against the 'president' of the Generalitat, Juanfran Pérez Llorca. The document includes press reports about the alleged dossier "sent to the national leadership of the PP" in which possible irregularities that would affect the head of the Consell and his closest circle are detailed.

The initiative, submitted last Tuesday by the deputy spokesperson of Compromís in Les Corts and candidate for the Senate in the 29N elections, Isaura Navarro, sets out "a set of serious irregularities that affect both his time as mayor of Finestrat and his current term at the head of the Consell," according to what the Valencianist coalition reported this Thursday.

The complaint requests that possible conflicts of interest, the concealment of assets in the official declaration of assets, awards to people in the entourage investigated or convicted of corruption, as well as alleged breaches of transparency regulations, be investigated.

The text sent to AVAF is based on the fact that "Llorca could have directly intervened in urban planning resolutions that significantly revalue family assets." Compromís focuses on the redevelopment of Avenida Benidorm and the processing of the Finestrat Structural General Plan, "signed just 28 days before taking office as 'president'." According to the coalition's calculations, "they are estimated to generate capital gains of hundreds of thousands and up to 4.1 million euros in favor of family companies and properties".

Likewise, the group points to a presumed "systematic" concealment of assets in the declaration of assets registered in Les Corts, "where Pérez Llorca declares that he does not own real estate and values his corporate holdings at less than 100,000 euros, while family companies manage assets exceeding 4.3 million euros".

Among the facts brought to Antifraude's attention is that Llorca's habitual residence in Finestrat is located in a building with a pool and other elements executed "in an irregular manner on protected non-urbanizable rustic land".

Compromís also calls for clarification of the awards of "municipal contracts to companies linked to those under investigation for corruption; specifically, a contract of 190,000 euros for the supply of fuel to Zarcar SL, a company of a businessman accused in the Erial case and sole bidder, and a legal advisory contract of 192,000 euros, in 2024, to the firm of David Serra, former deputy convicted in the Gürtel case". The coalition emphasizes that this same firm "defends the hotel companies of the family of the 'president' in a commercial dispute".

In addition, the complaint warns that the transparency portal of the Generalitat does not include the cost of the 'president's trips or his petty cash expenses, despite the fact that the Law on Transparency and Good Governance of the Comunitat Valenciana obliges publication of that information.

"TAILORED URBAN PLANNING" and request for investigation

"We denounce that Pérez Llorca governs by applying urban planning designed to fit family interests, with undeclared assets and awards of contracts to people from his circle. In addition, he hides his petty cash expenses in breach of the law. This opaque, negligent and corrupt government must be stopped. Valencians do not deserve a 'president' like this, whom even members of his own party are putting together dossiers denouncing his irregular and dangerous management", states the deputy spokesperson of Compromís.

Consequently, the Valencianists ask the AVAF to open an investigation procedure and to request from the Ayuntamiento de Finestrat the files relating to avenida Benidorm, the Structural General Plan, the contracts mentioned and the urban planning discipline of the 'president's house.

They also ask that the collaboration of the Office for the Control of Conflicts of Interest and Les Corts be sought, and that the Land Registry certify the ownership of the affected plots: "We believe there are indications of conflict of interest, very serious violations in matters of transparency and deliberate omission in the declaration of assets that the Agency has to investigate and, where appropriate, refer the proceedings to the Fiscalía".
