The validation and certification of ONCE draws combines technical controls, internal checks, intervention of independent professionals, and administrative supervision. There is no single certificate that replaces all these controls: the procedure depends on whether the product uses physical ball drawing or an electronic system. Furthermore, certifying the draw mechanism and validating a ticket to pay a prize are different operations.

1. Rules and public supervision

Each modality has its own regulations. ONCE must communicate to the Protectorate Council, the body that exercises state protectorate over the organization, the conditions of its products and regulatory changes to verify their compliance with authorizations and applicable regulations. Afterwards, they are published in the Official State Gazette (BOE) as a guarantee for consumers.

This framework is supported, among other regulations, by Law 13/2011 on gambling regulation, and Royal Decree 358/1991 on the reorganization of ONCE. The Protectorate Council approved on September 14, 2022, procedures and control criteria common to its three lottery modalities, as stated in this BOE resolution.

2. Certification of randomness

• Physical drawing: the Coupon regulation provides that, at least semiannually, an independent expert from ONCE certifies before a notary that the balls have the same size, weight, and color, with the regulatory exceptions provided. The material control is supervised by a unit different from the draw organizer. See the Coupon Regulation.
• Electronic generation: when the product uses a random number generator, an external company certifies the algorithm, its integrity and confidentiality, and the security of communications with the Central Gaming System. It must be selected from entities authorized in the corresponding certifier lists of the state gambling authority.

For electronic products regulated in the April 2023 resolution, certifications are valid for three years and are sent to the Permanent Commission of the Protectorate Council for verification. This does not mean that a new technical certification is issued for each draw.

3. Checks before the draw

The President and the Auditor verify, according to the product procedure, that the system is closed: no more tickets can be issued, bets placed, or relevant files modified. They also verify the generation of the backup copy, as stated in this procedure regulation.

These controls separate the participation phase from obtaining the result. When balls are involved, the expected material is checked; when an electronic generator is involved, it must have the required certification. The electronic purchase of a ticket should not be confused with the electronic holding of the draw.

4. Scrutiny and prize validation

Once the winning combination is obtained, the Scrutiny Board examines the information from the Central System and determines the winning categories, amounts, and, when applicable, the jackpot. This is a subsequent check different from the prior certification of the random mechanism.

To pay a prize, ONCE verifies the authenticity of the ticket or bet. In electronic tickets, unique codes allow cross-checking with the operation information; certified files enable subsequent checks, according to the instant lottery regulation.

In short, the guarantee results from a chain of controls: certified material or technology, closure of participation, separation of functions, scrutiny, and ticket validation, under the supervision of the Protectorate Council.

ONCE can organize, operate, and market the lottery modalities authorized by the State to finance its social purposes. It does not have general authority to regulate gambling in Spain nor unlimited authorization to offer any gambling game: it acts as an operator subject to authorizations and public control.

1. Legal basis and scope

The Royal Decree 358/1991, in its current wording, establishes ONCE as a public law corporation of a social nature, non-profit, and under State protectorate. Its article 7 assigns to the Council of Ministers the granting of gambling authorizations and the definition of their terms, scope, and duration.

The ONCE Statutes explain that, according to articles 3.b) and 4 and the first and second additional provisions of Law 13/2011 on gambling regulation, the entity is one of the two designated operators to market activities included in the statewide lottery reserve. This does not equate to exclusivity over all gambling games.

2. Which games can it organize

The authorized modalities covered by its regulations are:

• ONCE Coupon: passive lottery by draw, with issuance and prize program previously determined.
• ONCE active game: allows choosing or generating combinations; issuance depends on combinations sold and prizes can be fixed, variable, or mixed.
• Instant ticket lottery: the prize is discovered by revealing the content of the ticket or authorized support.

Its regulations were published by the April 4, 2023 resolutions relating to the coupon, the active game, and the instant lottery, with their subsequent modifications. Other modalities require governmental authorization.

3. What decisions can it make

Within the state authorization, its General Council can make organizational, economic, and commercial decisions and approve the regulations of its products. The Protectorate Council verifies their compliance with legislation and authorizations and orders their publication in the BOE.

The General Directorate organizes the operation: sets calendars and schedules, issuances, sales channels, and operational measures. It can use sellers, own establishments, external networks, and the Internet, as well as other supports allowed by regulations and authorizations. This capacity refers to its own products, not to authorizing third-party games.

4. Limits and international cooperation

The authorization establishes maximum limits that cannot be exceeded without prior and express approval. For the coupon, these include at least annual issuance and sales, prize percentage, prices, and special draws.

Its activity extends to Spain. It can agree on common products with authorized foreign operators, after verification by the Protectorate and, when applicable, specific authorization from the Council of Ministers. It must participate in the operational risk, not act as a mere distributor; Spanish sales count within its limits.

5. Supervision and obligations

The Protectorate Council controls legality, issuances, collection, and prizes, and reviews accounts and audits. A disciplinary commission without ONCE representatives exercises sanctioning power for possible infringements of Law 13/2011.

Additionally, ONCE must protect participants, prevent underage gambling, prevent excessive gambling, fraud, and money laundering, and collaborate against illegal gambling. In short, it has management autonomy, not unlimited freedom to organize games.

To participate in the ONCE Cuponazo, you must be at least 18 years old, not be subject to a gambling prohibition, and purchase the coupon through an authorized channel. If you buy online, registration, identification, and residence in Spain requirements are added. It is important to distinguish these conditions from subsequent checks to claim a prize.

1. Being of legal age

The minimum age is 18 years completed. The prohibition affects both purchase and payment: a minor cannot legally acquire a coupon nor receive prize payment. Buying online does not allow bypassing this condition, as it requires verifying the participant's age. This restriction is included in the Coupon regulations.

2. Not being prohibited from participation

Those who have voluntarily requested to be banned from gambling or who have a prohibition established by a final court ruling cannot participate. Therefore, being of legal age is not enough if one of these personal restrictions exists.

The consulted regulation also contemplates prohibitions for certain persons linked to ONCE regarding gambling. This should not be interpreted as an automatic exclusion of anyone related to the organization: the specific scope of the prohibition must be considered, as stated in the 2015 published regulation.

Additionally, the texts consulted contain a reference to persons legally incapacitated or by court ruling, according to civil regulations. This wording should not be confused with a general prohibition for persons with disabilities: having a disability does not, by itself, mean exclusion from gambling.

3. Purchasing through an authorized channel

Coupons are marketed through ONCE sellers, authorized collaborating establishments, and the official JuegosONCE website. Using these channels allows acquiring participation within the organization's marketing system. The existence of these channels and the prohibition of sales to minors are also described in this statement published in Demócrata.

The regulations also contemplate the prohibition of selling Coupon products inside schools and their access areas. This is a limitation on the place of sale, not an additional requirement that each buyer must prove, according to the marketing regulation.

4. Meeting specific online purchase conditions

To buy on JuegosONCE you must register beforehand, provide the required identification data, pass identity and age checks, and accept the terms of the gaming contract. These requirements are contemplated in the electronic contracting conditions.

Residence in Spain is a specific condition for online purchase. It should not be automatically transferred to in-person purchase: the regulations contemplate identification mechanisms for non-residents when appropriate. Residence should not be confused with nationality; they are not the same requirement.

5. Proving identity to claim

Participation and claiming are different moments. If the coupon wins, ONCE verifies the identity and legal age of the person receiving the money, according to the payment and identification rules. Under no circumstances are prizes paid to minors.

In summary, check your age, absence of personal prohibitions, and authorization of the purchase channel. If you play online, also verify that you meet residence, registration, and identification conditions before acquiring the coupon.
