The Council of Ministers has approved this Tuesday a credit transfer amounting to 2,090.3 million euros in favor of the Ministry of Inclusion, Social Security, and Migration, intended to cover non-contributory pensions of the Social Security, in line with the commitments of the State derived from the Toledo Pact.
According to the Ministry of Finance, this injection of funds seeks to reinforce the credit allocation corresponding to the 2026 fiscal year and address the contributions of the State to the budget of the Social Security, following the first recommendation of the Toledo Pact of 2020, focused on the separation and clarification of funding sources.
This recommendation establishes that contributory benefits must be financed primarily through social contributions, while non-contributory and universal benefits must be fully financed by the General State Budgets.
The need for resources for this fiscal year has been estimated at 2,090.3 million euros. Finance emphasizes that these are "unavoidable and non-deferrable" needs to ensure compliance with the State's commitment to progressively assume the financing of non-contributory expenses.
The operation is based on Article 12.4 of the General State Budget Law for 2023, extended to 2026, as well as on the thirty-second additional provision of the General Social Security Law.
