The Parliament has decided not to ask the Government to restore the teaching hours for the subject Values and Civic Ethics in Primary and Secondary, with the aim of "reversing the cut" applied during this legislature.
This demand formed part of a non-legislative motion (PNL) presented by the PSIB deputy Carles Bona, which has been approved only in part by the Education and Universities Commission of the Parliament. This specific section has lapsed after receiving seven votes against from PP and Vox, compared with the six votes in favor from PSIB, MÉS per Mallorca, and the Mixed Group.
Instead, the points that urge the Government to explicitly maintain the specialty of Philosophy among those enabled to carry out support functions in the field of Language and Social Sciences have moved forward unanimously.
The plan is to incorporate this wording by means of an additional provision in the draft decree that regulates the system for selecting teaching staff and filling positions for non-university civil servant teachers in the Balearic Islands.
Likewise, the Government is asked that any change in the criteria of affinity between teaching specialties and educational support tasks be based on "objective, transparent, and duly justified" pedagogical and organizational parameters, with the participation of the representatives of the affected teaching staff.
In addition, the Parliament asks that the consequences that the new regulation of related specialties may have on the assignment of educational support positions be analyzed and made public, and that legal certainty be secured for both the teachers who already hold these posts and those who participate in provision processes initiated before the decree enters into force.
Reinforcement of support for mourning in educational centers
In the same session of the Commission, another PP PNL—defended by the deputy Ana Isabel Curtó—has been approved in full and unanimously.
In this case, the Parliament calls for strengthening the ongoing training of teachers, management teams, and guidance services in matters of supporting students who are in mourning, making use of and continuing the resources and actions already promoted by the Conselleria.
To this end, the Government is urged to promote practical training, adapted to the different educational stages, that provides guidance for the re-incorporation of students after a loss, communication with the minor and with the class group, coordination with families, and monitoring of the needs that may arise during the bereavement process.
It is also proposed to intensify the dissemination of available materials, guidance, and advisory channels, so that all centers funded with public funds know these resources and have the necessary support to put them into practice.
At the same time, the Parlament asks the Government to promote coordination among tutors, management teams, orientation services, and general health psychologists, within its competences and in collaboration with families, in order to offer shared support and facilitate access to specialized care when required.
Another of the approved points proposes that centers provide individualized support to students in bereavement, respecting their privacy, their beliefs, and their own pace, and that temporary flexibility measures be studied in tasks, deadlines, and assessments when the student’s situation so advises.
Likewise, it is urged that the Government take into account the demands of the centers when planning specific training on bereavement and evaluate its practical usefulness in order to keep improving support for students, families, and the entire educational community.
The initiative also calls for promoting the signing of collaboration agreements with other entities to strengthen training and support for the educational community in processes of loss and bereavement, in a coordinated and complementary manner with the resources and services that already exist.
Finally, it is requested that the Government provide educational centers with the necessary structural reinforcements of support and guidance teaching staff, and increase the hours of dedication of tutors and the teams involved, in order to guarantee the essential effective time needed to develop the bereavement support planned in the previous points of the proposal.
