Vox will submit for a vote this Wednesday in the Plenary of the Congress of Deputies an initiative regarding the migration crisis in Ceuta, in which it demands a thorough audit, the expulsion of foreigners who have entered irregularly, and the rejection of the distribution of migrant minors to other communities.
The proposal is presented as a motion resulting from the urgent interpellation directed by Vox to the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, this same week, following the situation in Ceuta after the massive entry of thousands of migrants recorded in July.
In the text, Vox demands that the Executive proceed with the "immediate" expulsion of any immigrant who enters or remains illegally in Spanish territory.
Likewise, it proposes to promote the reform of the Law on the rights and freedoms of foreigners in Spain and their social integration, as well as the regulations governing the actions of police forces and any other provision that hinders the "immediate return" of those who enter "illegally" into Spain.
In the same way, it demands to carry out, "as a matter of urgency," a comprehensive audit of the extraordinary expenses incurred by the General Administration of the State and by the rest of the Spanish Public Administrations "as a direct consequence of the security crisis that began on July 30, 2026, and which was caused by the act of aggression for which Morocco is responsible."
Regarding unaccompanied migrant minors, the party proposes their return to the family nucleus or to the guardianship entity of their country of origin, within the framework of the Agreement signed between the Kingdom of Spain and the Kingdom of Morocco.
In addition, it demands the "immediate" suspension of any mechanism for the distribution of unaccompanied foreign minors to the rest of the national territory, "not proceeding, under any circumstances, with the transfer of any minor currently present in Ceuta."
Relations with Morocco and strengthening security
In the diplomatic sphere, Vox proposes "immediately" the suspension of the Treaty of Friendship, Good Neighborliness, and Cooperation with Morocco. At the same time, it demands the collaboration "in an active, effective, and expeditious manner" from Rabat in the readmission of all Moroccan nationals whose return, repatriation, or expulsion has been agreed upon by the Spanish authorities, whether administrative or judicial.
Likewise, it advocates for demanding Morocco to accept, "without exception or formal or material excuse," all returns, removals, and expulsions from Spanish territory of any Moroccan citizen, whether of legal age or minor, agreed upon through administrative or judicial means, and to immediately enable the necessary means and logistics for their delivery and reception.
Finally, Vox requests a "permanent" reinforcement of the Armed Forces and all State Security Forces and Bodies in Ceuta and Melilla, providing them with the personnel, as well as the essential personal, material, technological, logistical, and legal resources "to prevent any new act of aggression."
The party also requests the implementation of "clear and appropriate" action protocols and rules of engagement in accordance with the law, which guarantee "the success" of the mission of defense and protection of the borders, including the maritime one with the participation of the Spanish Navy, preventing the entry of "illegal" immigrants.
