The royal decree, validated this Tuesday in the Council of Ministers, details that the 'situation of interest for National Security,' originated by the crisis caused by the massive entry of 80,000 migrants from Morocco, "extends to the territory of the city of Ceuta, as well as its land border, border posts, coasts, ports, and adjacent waters over which Spain exercises sovereignty, jurisdiction, or competencies."

According to the BOE, it will be the responsibility of the President of the Government, Pedro Sánchez, and after a mandatory report from the National Security Council, to decide on the eventual extension, termination, or "the modification of the material or geographical scope" of the 'situation of interest for National Security.'

The royal decree justifies the activation of the 'single command' due to the "effects derived from the indefinite temporary stay in the city of Ceuta," while the "relevant procedures and actions for a large number of irregular migrants following the massive and simultaneous influx that occurred on July 30, 2026" are resolved and executed.

The BOE emphasizes that this situation "is disrupting the normal functioning of public administrations, exceeding the ordinary management, reception, assistance, and citizen security capacities in that city, and that, due to its high risk, requires the coordinated intervention of state and local resources."
