The Ministry of Agriculture, Livestock, Rural Environment, and Environmental Policy has published in the Official Bulletin of Castilla y León (Bocyl) a new order that modifies the regulations on sustainable hunting and removes the obligation to have a prior nominative authorization for the transport, possession, and use of certain auxiliary devices.
With this provision, the regional framework is updated after confirming that "the right to hunt on a land implies the authority to use such means without the need to process additional permits."
The regional government frames this change in the need to provide the usual hunting activity with "more effective" technically tools in light of the increase in traffic accidents caused by big game species. At the same time, the regional administration emphasizes the rise in claims for damages caused by game ungulates in agricultural and livestock operations in the Community.
The order also justifies the measure in the convenience of reducing health risks arising from contact between domestic livestock, people, and wildlife, within the preventive approach of One Health. Thus, the Board maintains that hunting should function "as an instrument" aimed at "ecological balance," in order to improve the effectiveness of management plans and achieve the scheduled captures without undermining safety guarantees.
Despite the relaxation of formal procedures, the new regulation establishes that the hunter cannot take the shot based solely on the thermal signal or the image provided by the vision device. The rule requires that those practicing hunting identify in advance the species, age, and sex of the animal to ensure strict compliance with the conditions set in the hunting authorization.
Finally, the resolution specifies that the auxiliary devices must remain turned off and stored in their cases outside of the authorized periods and circumstances. Likewise, there is an obligation to place these equipment out of the immediate reach of the vehicle occupants during their transport on the road.
