The Plenary of the Parliament of Andalusia is expected to confirm this Wednesday, presumably thanks to the support of PP-A and Vox, partners in the Andalusian Government, Juan de Dios Mellado as the general director of Radio Televisión de Andalucía (RTVA). In the same session, the designation of the new members of the board of directors of the regional channel and the Audiovisual Council of Andalusia (CAA) will be put to a vote.
The agenda of this week's Plenary includes the election, if applicable, of all these positions. The session will be held again in the usual plenary hall, located in the chapel of the old Hospital de las Cinco Llagas, once the restoration works are completed. During the last few months, since June, the plenary meetings have been temporarily held in the Alberto Jiménez-Becerril room.
The day this Wednesday will start with the vote to designate, if appropriate, the person in charge of the General Directorate of the RTVA and, subsequently, the members of the Board of Directors of the regional public entity.
PP-A and Vox, who share the Andalusian Executive, have registered the proposal for the reelection of Mellado as the highest responsible for the RTVA. For the board of directors, PP-A has proposed Rafael Porras, the current president of the body, along with María Victoria Romero Pérez, Francisco Rodríguez Roa, and Lourdes Fuster; PSOE-A has proposed Eva Suárez and Alicia Murillo; Vox, José Antonio Gómez Granado; Adelante Andalucía, Pilar González, and Por Andalucía, Sergio Cedena.
Next, the Plenary will address the election, if applicable, of the councilors of the Audiovisual Council of Andalusia. PP-A has proposed Domingo del Postigo, who currently holds the presidency, as well as Mateo Rísquez, Pilar Jimeno, and Andrés Muriel; PSOE-A has presented Manuel Vargas and Patricia Godino; Vox, Luis Blasco Sáenz-Messía; Adelante Andalucía, Macarena Hernández, and Por Andalucía, María Cruz Tornay.
In the same session, the Parliament will also proceed to the designation, if applicable, of the person who will assume the Direction of the Council of Transparency and Data Protection of Andalusia. PP-A and Vox have agreed to promote Ana María Vielba for this position, who currently holds the General Secretariat of the Audiovisual Council.
Before reaching the Plenary, all candidates have appeared this Tuesday before the Advisory Commission for appointments, relations with the Ombudsman of Andalusia, and requests, which has issued a favorable opinion on their suitability.
These appointments require reinforced majorities in the regional Chamber. Law 18/2007 of Radio and Television of Andalusia (RTVA) determines that the election of the general director must be carried out in the first vote by a two-thirds majority of the 109 deputies, that is, with 73 votes in favor. If that threshold is not reached, the regulation provides for a second vote in which a three-fifths majority, 65 affirmative votes, would suffice.
For its part, Law 2/2019, which modifies Law 18/2007 of the RTVA and Law 1/2004 for the creation of the Audiovisual Council of Andalusia, states that "in the event of a vacancy or cessation, resignation, or any circumstance of the general director, except as provided in section b) of article 16.1, it will be the Parliament by a three-fifths majority that elects the new general director within a maximum period of one month".
As for the members of the Board of Directors of the RTVA and the Audiovisual Council of Andalusia itself, the election system also requires a three-fifths majority of the Plenary.
Appearances of the Andalusian Government and control session
The agenda of this Wednesday's Plenary also includes several appearances of the regional Executive. The Minister of Employment, Business and Self-Employment, Rocío Blanco, will intervene to explain the planning and initiatives planned by the Andalusian Employment Service (SAE) in the new legislature. The second vice president and Minister of Tourism, Justice, Deregulation, and Local Administration, Manuel Gavira, will also appear to detail the coordination measures with the judicial bodies aimed at activating a public response prior to the launch of the habitual housing. Likewise, the Minister of Agriculture, Fisheries, Water, and Rural Development, Ramón Fernández-Pacheco, will inform about the International Fair Fruit Attraction 2026.
The control session of the Government Council will take place on Thursday, in which the spokespersons of the groups will ask their questions to the president of the Junta, Juanma Moreno, starting at 12:00 hours. Moreno will respond about "policies to continue improving the well-being of Andalusia" (PP-A); model of society and priorities of the Andalusian Government (PSOE-A); future opportunities for young Andalusians (Vox); well-being of the Andalusians (Adelante Andalucía), and about the right to decent housing (Por Andalucía).
After the control session, the Plenary will address the debate on the creation of an investigative commission regarding the management of the early cancer detection system of the Andalusian Health System and its possible "political responsibilities," an initiative promoted by PSOE-A, Adelante Andalucía, and Por Andalucía.
The plenary session will conclude with the discussion of three non-legislative propositions: one from Vox regarding the state of housing in Spain, and two from PP-A, one about measures for the defense of the Andalusian agricultural sector and another concerning "non-compliance, delays, and decisions of the Government of Spain that have caused harm to Andalusia."
