The second vice president of the Junta de Castilla y León, Isabel Blanco, announced this Monday two "important news" aimed at increasing the affordable rental stock in the Community. One of them is the 'REHABITARE Privado' program, endowed with 3.6 million euros to put vacant homes in villages into use.

As she detailed, this new call will support the owners of empty homes in small municipalities to rehabilitate them and direct them towards rental at affordable prices. The Junta estimates that, thanks to this line, more than 120 homes can be recovered throughout 2027. The provincial councils will participate by co-financing 50 percent of the interventions.

Alongside this, she specified that 'REHABITARE Público' will have 13.09 million euros to recover unused municipal properties and transform them into social rental housing. Of this amount, 7.91 million is reserved for agreements with the nine provincial councils.

The second novelty from the Second Vice Presidency in housing matters will be the approval of a new decree regulating the 'Alquiler Seguro' program, with which it is intended to mobilize 2,000 homes to the rental market during the legislature. The budget project for 2027 includes an allocation of 500,000 euros intended for the hiring of insurance to support this program, in order to bring vacant homes to the market, expand the rental offer, and extend its advantages to the entire territory of Castilla y León, "including small municipalities."

Blanco also added an allocation of 1.26 million euros to adapt public promotion premises and transform them into protected housing. "Our goal is for the increase in resources to translate into more available homes and greater access opportunities for citizens," she emphasized.

These announcements regarding housing were made during her intervention in the Economy and Finance Commission of the Cortes, where she presented the main lines of the Community's budget project for 2027 in the areas of her responsibility: Housing, Urban Planning, Depopulation, Land Management, Civil Protection and Emergencies, Women, and Equal Opportunities.

The vice president has emphasized that the housing policy concentrates 74 percent of the budget of the Second Vice Presidency, which amounts to 190.4 million euros. Of that figure, 48.74 million is directed towards increasing protected housing through various means: public promotion, public-private collaboration, construction on private land, cooperatives, and the purchase of homes.

She has also reported that rental assistance will "initially" reach 46.13 million euros, which represents an increase of 28.3 percent, with a forecast of more than 22,000 beneficiaries. Of that total, 17.8 million is reserved for general rental assistance, 20.2 million for specific assistance for young people, and 1.25 million for vulnerable groups.

Blanco has stressed that Castilla y León is "the only autonomous community with a non-foral regime" that guarantees the payment of rental assistance to all applicants who meet the requirements of the call.

In another section, she pointed out that the Junta will have 54.93 million euros for urban and rural regeneration actions —17.90 million— and for assistance in energy rehabilitation and improving the accessibility of homes, with 37.03 million. The goal is to improve living conditions, reduce energy consumption, and adapt properties to the needs of their residents, with planned interventions in about 1,600 homes.

These measures are complemented by 57 million euros in tax benefits linked to housing, 76.5 percent more than in the previous accounts. In this area, she recalled that the draft Law of Measures incorporates the Young Housing Savings Account, with a deduction of 15 percent up to 1,500 euros annually for those under 40 years old for five years.

The text also provides for a deduction of 600 euros for incorporating a vacant home into affordable rental, as well as reduced rates of 3.75 percent in Property Transfers in certain cases of purchasing a primary residence and 1.25 percent in Documented Legal Acts for the construction of protected housing included in the project.

The vice president has also reminded that, in rural areas, the deduction for renting a primary residence for those under 36 years old rises to 27 percent, and the deduction for rehabilitating homes intended for affordable rental reaches 17 percent.

Finally, he pointed out that the budget project allocates 5.01 million euros for architectural actions of interest. "With these investments, we not only advance in the rehabilitation and conservation of our architectural heritage, but we also contribute to revitalizing our municipalities and improving their urban spaces," he emphasized.
