The president of the Generalitat, Salvador Illa, will undergo this Wednesday the first ordinary control session of the new political course in the plenary of the Parlament, which will take place after the advance of the general elections announced this Monday by the president of the Government, Pedro Sánchez, for November 29.

This ordinary plenary session is held after the General Policy Debate (DPG) of last week and, presumably, the groups in the Chamber will take the opportunity to question the Govern about the management of the storm recorded during the weekend and this Monday in Catalunya.

In addition, the plenary will coincide with the hangover from the Plenary of the Constitutional Court (TC) scheduled for Tuesday, in which the application of the amnesty to independentist leaders for the embezzlement of the 'procés' will be endorsed, after it became known that the reports are favorable to applying the measure of grace.

This ruling from the TC would clear the way for the application of the amnesty to the former president of the Generalitat and leader of Junts, Carles Puigdemont; to the leader of ERC, Oriol Junqueras, and to the rest of the independentist leaders disqualified and abroad due to the 1-O.

Interpellations to the Govern and plenary calendar

The plenary will start this Tuesday at 15:00 hours with the first interpellations to the councilors, focused on industrial policy, integrated care, opportunities for youth, the start of the school year, and security policies. On Wednesday afternoon, new interpellations will be added regarding the defense of private property, housing, and protection of human rights defenders.

The Wednesday session will begin at 9:00 hours with the control session to Illa and the rest of the councilors, and will continue with the final debate and voting on the bill of Official Chambers of Commerce, promoted by PSC-Units, Junts, ERC, and PP, which received the green light from the Council of Statutory Guarantees (CGE) in August after being consulted about its fit in the Constitution and the Statute.

The initiative, which reaches its final debate with 27 amendments reserved by Junts, PP, and Comuns, aims to adapt the Catalan regulations to the basic state law of chambers of commerce of 2014 and update the Catalan law of 2002. The text recognizes the chambers as public law corporations with their own legal personality and as advisory and collaborative bodies with the administrations.

The proposal establishes the official assignment of all companies to the official chambers and regulates the creation, operation, and organization of these entities, which must be composed, at a minimum, of two-thirds of members elected by suffrage. It also contemplates the presence of members representing companies that make larger voluntary contributions.

Furthermore, the text designs a dual financing system for the chambers: one public, through the budgets of the Generalitat, and another of a private nature. It also orders the operation of the Consell General de les Cambres as a consultative and collaborative body with the Generalitat and the rest of the institutions.

Law for the protection of direct professional agriculture

Next, the plenary will decide whether to process by single reading the bill for the protection of direct professional agriculture, promoted by PSC, Junts, ERC, PPC, Comuns, and the CUP. The regulation aims to strengthen farms in the hands of farmers considered small businesses, in light of their reduction in recent years, and establishes that these farms be priority recipients of public and fiscal resources and measures.

On Wednesday, the debate on the entirety of the bill to promote patronage, presented by PSC, Junts, and ERC, will also be held, as well as the debate on the entirety of the bill for exceptional and temporary measures in housing, driven by PSC and Comuns. After that, two motions and three interpellations will be addressed.

On Thursday, the plenary will close with the last session, in which 8 motions will be debated and voted on. At noon, an institutional declaration will be read on the occasion of the fourth anniversary of the movement 'Dona, vida, llibertat!', "against repression and for the end of impunity in Iran," promoted by PSC, Junts, ERC, Comuns, and the CUP.

The motions planned for this plenary will address the deterioration of infrastructure (Vox), airport infrastructure (Junts), the increase in crime (Vox), emergency management (ERC), insecurity and the situation of police forces (PP), the situation of mental health (Comuns), the results of government action (PP), the transversality of linguistic policies (CUP), the Pacte Nacional per la Llengua (Junts), and educational policies (Vox).
