The president of the Community of Madrid, Isabel Díaz Ayuso, has claimed this Thursday that Madrid is "the option of a much better Spain" and has boasted that it is the "most investing legislature in history," in which resources have been mobilized to "reinforce public services."
On the first day of the Debate on the State of the Region (DER), which is being held this Thursday and Friday in the Assembly of Madrid, Ayuso has made a management assessment and has emphasized that her Government acts "from joy, ambition, and confidence in a better future for all."
"And as soon as change arrives in Spain, Madrid will shine even more, because those who are eager to invest, work, or study in this country will not feel this current burden on their lives," the regional leader has pointed out, very critical throughout her speech of the central Executive and its president, Pedro Sánchez.
The head of the regional Executive has insisted that her Cabinet works for "a better Spain" and has assured that it will continue to do so "including in August if necessary to never leave aside either the problems or the opportunities of others."
"We will continue working around freedom and life. Without intending to transform Madrid to the taste of a few, letting it be what it is. For that, they will have a government and a president who is more eager than ever," she has emphasized.
A Madrid "more relevant in the world than ever"
During her speech, Díaz Ayuso has defended that Madrid is today "more relevant in the world than ever" and that it is in a position to compete "face to face with the most important powers in Europe and many in the world."
In contrast, she has anticipated that the opposition will resort this Friday to "insulting and not proposing anything." "That is how the left acts, it has not stopped doing so, which sustains the most deplorable situation that Spain knows for its own interest," she concluded.
Next, she detailed some of the major investments of these three years. Among them, she mentioned the City of Justice, with an investment exceeding 653 million euros, set to become the largest judicial complex in the world and one of the largest public building projects in the country. In total, the regional Executive will allocate 830 million to the set of judicial infrastructures.
It has also mentioned the City of Health, which will integrate the new facilities of the public University Hospital La Paz, the Faculty of Medicine of the Universidad Autónoma de Madrid, and new research and teaching centers. This biosanitary campus will have a public investment of over 1,000 million euros. In addition, another 850 million will be reserved for the construction, renovation, and equipping of health infrastructures in different municipalities of the region.
Plan VIVE and housing
The president has positioned housing as one of the "main axes of this Legislature," with nearly 3,000 million euros mobilized to increase the stock of protected properties. She has highlighted the 16,500 new homes from the Plan VIVE, with a public-private investment of 2,300 million, and another 2,700 from the Social Housing Agency (AVS), with an allocation of 250 million.
These actions are complemented by the 111 million euros from the My First Home program and the 450 million from the Neighborhood and Building Rehabilitation Plan, aimed at modernizing 30,000 apartments and executing urban regeneration projects. Likewise, Madrid Nuevo Norte will entail an estimated total investment of 17,000 million and an economic impact close to 52,000 million.
Metro expansion and roads
In the transport chapter, Díaz Ayuso has emphasized that the regional Government is carrying out the "largest expansion and modernization in the history of the Madrid Metro network." The works on lines 3, 5, and 11 total 1,221 million euros and will allow reaching 340 kilometers of network. In addition, 80 new trains will be incorporated, which will operate automatically on Line 6, with financing of 950 million.
Another 1,570 million is added to extend lines 1, 10, and 11 of the subway and line 3 of the Light Metro, as well as more than 1,500 million for the construction, renovation, and maintenance of the regional road network.
In the field of Local Administration, she has highlighted that the Regional Investment Program has "another unprecedented allocation" of 1,100 million euros for the period 2027/31, to which another 1,100 million will be added between 2032/36, with the aim of promoting new infrastructures and strengthening municipal public services.
With the current PIR, security and emergency projects have been executed, such as the fire stations in Cobeña, Villanueva de la Cañada, and Villarejo de Salvanés, and the Unified Center for Civil Protection and Emergencies of the southwest, in El Álamo. Sports and cultural facilities have also been developed, as well as urban regeneration actions, spaces, and green areas in different municipalities.
On the other hand, more than 2 billion euros will be mobilized until 2030 through Canal de Isabel II to modernize hydraulic infrastructures, reduce leaks, and ensure supply in the face of population growth that is expected to exceed eight million inhabitants in the coming years.
Education, social policies, and employment
In educational matters, Ayuso has recalled that the Community of Madrid has approved in this Legislature the first multiannual financing model for the six public universities, which foresees 14.8 billion euros until 2031, with incentives for each campus to promote its expansion plans and talent acquisition.
Likewise, in the next ten years, 1.24 billion euros will be allocated to improve energy efficiency, climate control, and accessibility of educational centers. Of this amount, 840 million will allow action in nearly 500 public schools and institutes, and another 400 million, coming from the Regional Investment Program (PIR), will be used in 178 municipalities. In the current legislature, nearly 100 educational actions have been completed and around 24,000 public places have been created, with an investment exceeding 330 million euros.
In the scientific field, the VII Regional Research Plan increases its budget by 34%, to 752 million. In social policies, the 40-40 Plan will mobilize 500 million euros through public-private collaboration to build 40 residences and 40 day centers. In dependency, more than 2 billion are allocated annually, and the network adds more than 1,000 centers and 68,000 specialized places.
Birthrate and employment strategy
The Horizon 2028 Strategy has 4.8 billion euros over four years and 316 measures aimed at people with disabilities. The Birthrate Strategy also exceeds 4.8 billion, of which 360 million correspond to direct subsidies that have already reached more than 30,000 mothers, with 500 euros monthly.
In addition, the Madrid Employment Strategy 2025/27 will have more than 1.200 million and 70 measures to advance towards full employment and improve employability. At the same time, the regional government is finalizing the Industrial Plan 2026/30, endowed with 850 million euros to strengthen aid for productive investment and the industrial fabric.
Finally, the first Regional Plan Against Drugs, with a special focus on the young population, includes 75 measures and a budget of 200 million for four years. As indicated, 93% of its actions are already completed or underway.
