The insurers Asisa and SegurCaixa Adeslas have confirmed that they will participate in the new contract to provide healthcare assistance to the mutuality of judges and prosecutors (Mugeju). In contrast, the contract directed to the Social Institute of the Armed Forces (Isfas) has received no offers, according to the statements from the companies and the information published on the State Contracting Portal.
Asisa has communicated that it will participate in the healthcare contract of Mugeju, but it declines the one for Isfas, considering that the economic conditions are not viable. This was made public this Tuesday in a statement detailing its analysis of the bidding.
"Asisa has analyzed in detail the specifications to adhere to the contracts of the administrative mutualities in 2027 and has decided to continue providing healthcare assistance only to the officials of Mugeju," the insurer indicated. Regarding Isfas, the entity maintains that the proposed conditions are "insufficient."
The company argues that "the lack of adequate funding, which is still very inferior to the per capita funding of the public system, along with more demanding coverage in some aspects than those provided by the National Health System (SNS) itself, makes it impossible for Asisa to maintain adherence to the contract without seriously jeopardizing the economic sustainability of the model."
For this reason, Asisa has asked the Government to reconsider the terms of the Isfas bidding and to open the door to new formulas that allow preserving the model of administrative mutualism.
The entity emphasizes, however, that it will continue to serve the beneficiaries of Isfas according to the current contract and that it will continue to offer the committed services with "total normality." It also guarantees continuity of care under the terms provided in the regulations that govern its relationship with the mutuality.
In a similar position is SegurCaixa Adeslas, which has stated that in the case of the contract for the mutuality of judges and prosecutors, the proposed conditions allow for providing the service "with the guarantees of quality and sustainability required."
Regarding Isfas, the company has indicated that the projections made about its portfolio "show that the funding planned for 2027 does not reach the necessary balance to assume the new contract."
Adeslas has emphasized that "the participation in Mugeju confirms the company's willingness to continue being part of the system when conditions allow providing the service with the necessary guarantees. The decision regarding ISFAS is limited to the concert of 2027 and does not imply a questioning of the collective or the mutualist model."
During the validity of the current concert of Isfas, the insurer has also assured that it will continue to fulfill all its obligations and providing assistance to the mutualists under the agreed terms, including the continuity of treatments and authorizations already initiated.
This year the current agreement of both mutualities expires, with a duration of two years. The Government has now proposed a new concert of one year, with a budget of 88.75 million euros for Mugeju and 609.4 million for Isfas.
Thus, the concerts will be extended until 2027, the date on which Muface's also ends. Although traditionally the three mutualities were tendered simultaneously, two years ago the Executive opted to separate the tendering of Muface in time due to the difficulties in finding insurers willing to assume the proposed premium increase.
Currently, in addition to Asisa, the main insurer that provides coverage to the officials assigned to Mugeju and Isfas is Adeslas. For its part, Nueva Mutua Sanitaria also offers health services to the mutualists of Mugeju.
