The Socialist Parliamentary Group has based the full amendment registered to the draft General Budgets of Extremadura (PGEx) for 2027 on the "ideological cost" that, in its opinion, these accounts "impose" on the community, with which the regional Executive "draw up another Extremadura totally different from the one we knew".

Thus has explained the socialist spokesperson, Isabel Gil Rosiña, during the defense in the plenary session of the Assembly of Extremadura of her group’s full amendment to the 2027 accounts, in which she calls for their return to the regional Executive upon rejecting "the orientation of the whole project", as well as "the hidden curriculum and the model of Extremadura that it proposes".

Gil Rosiña has detailed that, of the 9.254 billion euros planned in the budget project for 2027, the region will receive 4.819 billion through account payments, which represents an increase of 7.8 percent compared to 2026. "If the forecast of settlement for 2025 is added, total financing rises to 5.094 billion euros, 9.7 percent more than in the previous fiscal year," she emphasized, insisting that "the commitment of the Government of Spain to the autonomous communities is unequivocal".

In this context, she accused the Junta of "squandering the highest revenues in the history of Extremadura", underlining that "never before has Extremadura had so much income from the Autonomous Financing System and from the commitment of the Government of Spain", to then reproach the action of a Government that she considers "so irresponsible, so lazy and so incapable of fulfilling the minimum: complying with the budgets it presents".

The spokesperson added that to the "non-execution" of the accounts "we must add what is happening with the debt", recalling that at the start of the year "the outstanding debt was already 5.207 billion", one of the highest in the country in relation to GDP, while Extremadura closed the first half with a deficit of 530 million, 1.79 percent of GDP, and "the forecast is that it will continue growing next year".

Given this, she questioned the Minister of Finance, Elena Manzano, asking her "what are you doing with those funds?", while denouncing that in her accounts "she proposes allocating to the payment of the debt more money than the entire budget for employment, business and industry together, with 670 million in promissory notes", questioning "how she can keep lowering taxes with that debt".

In the fiscal sphere, Gil Rosiña has censured the fact that the Junta has reduced by 30 percent the 'ecotasa' applied to the Almaraz Nuclear Power Plant, which represented around 100 million euros annually for the community, lamenting that the regional Government has "taken the side of the electric companies and not of the people of Extremadura".

Criticisms of the political and social model of the Executive

During her intervention, the Socialist leader has assured that in Extremadura "there are not two governments in one, nor two different ways of understanding Extremadura seated in the Governing Council", but rather "a single Government with a single president", María Guardiola, who applies policies that she defines as "pure ideology of the far right".

Along these lines, she has recalled that the Executive "has dismantled the Extremadura Agency for International Cooperation for Development, suffocating it with cuts", as well as the Youth Council of Extremadura or the Historical Memory Law. "You are no longer fooling anyone with your false moderation", she has snapped at Guardiola, to stress that "in addition to the accounts of an Extremadura that excludes, they are resigned accounts that renounce the capacity to transform".

In terms of infrastructure, she has pointed out that since Guardiola's arrival in power "zero" kilometers of road have been built, while housing policy "has only grown by 0.8 percent" in these budgets. In the agricultural sector, she has reproached that "there is no real commitment to facing the challenges of the Extremadura primary sector in these budgets".

She has also warned that, since Guardiola is president, public health "has suffered an unprecedented deterioration", criticizing that the Executive "comes to sell a record budget" in this area when "the Extremadura Health Service (SES) barely grows by 3.2 percent and Primary Care is drowning with an insignificant 1.6 percent".

Regarding public education, she has indicated that "they are boasting about announcing 1,732.7 million, 6.9 percent more", but she has specified that, discounting the funds allocated to repair damage caused by storms, the real increase stands at 4.3 percent, while "the General Directorate of Vocational Training suffers a brutal drop, collapsing from 43.2 to 20.6 million euros, 52 percent less".

The PSOE budgetary alternative

Faced with this scenario, Gil Rosiña has underlined that the socialists do not "like this budget", because they consider that "it is not the one Extremadura needs at this moment". For this reason, in their total amendment the PSOE calls for the withdrawal of the project and proposes "a series of fundamental policies on which we would build a new Budget Project".

Among those measures, the Socialist Group proposes an extraordinary plan for protected housing and affordable rent, with rehabilitation actions in the municipalities; strengthening public education, moving toward universalization from zero to three years old, combating school dropouts and consolidating Vocational Training "connected with the opportunities of the territory", as well as offering "more capacity in Primary Care" with "sufficient professionals, better infrastructure and attention to mental health".

The PSOE also proposes in its amendment "an economy capable of offering quality employment", based on promoting industrial projects, innovation and small businesses, together with measures to facilitate generational agricultural succession, improve the profitability of farms and support their modernization. Likewise, it advocates a territorial strategy that guarantees "solid services in the towns and county seats, better road, rail and digital connections, and town councils with sufficient funding and objective criteria".

To make this project viable, it has defended that "fiscal justice, public investment and an Administration capable of executing and rendering accounts are needed", so that "whoever has more capacity contributes more".

Gil Rosiña has concluded that they not only reject these accounts, but that "we also do not like this Government", which she reproaches for having in three years "not only changed fiscal policy in Extremadura, public health has deteriorated or education has been turned into a kind of ticket that you get in the raffle", in addition to having eliminated international development cooperation.

He added that "the way of understanding and doing politics has also changed", describing the Executive as "a radical government", with a "failed" model that, according to the spokesperson, "makes a worse Extremadura, more unequal", "better for a minority, and infinitely worse for an immense majority of working people". In response to this, he assured that the PSOE is going "to work to bring the feeling of the social majority to this Parliament, even if we lose every debate", and reiterated his commitment that "another Extremadura is possible: a region with strong public services, with fiscal justice, with employment opportunities for our young people and with the pride of its history intact".
