The Official State Gazette (BOE) has disseminated the royal decree that declares the "situation of interest for national security" in Ceuta, incorporating new spaces intended to house immigrants who have remained in the autonomous city almost a month after the massive entry.
In particular, from Moncloa they detail that, within the municipal term of Ceuta, various infrastructures dependent on the regional Executive will be made available, including five covered sports centers: Santa Amelia, La Libertad, Antonio Campoamor, and the sports complexes Guillermo Molina and Díaz Flor.
Likewise, it is planned to use, if necessary, the land ceded in the parking lot of the embankment in Loma Colmenar, in addition to the space corresponding to the Military Hospital, "ceded demanially to the city by the Ministry of Defense."
The BOE emphasizes that the means contemplated are framed in article 8.1 of the decree, where it is established that "the contribution of resources will be governed by the principles of necessity, suitability, gradual contribution, proportionality, efficiency, temporality, and indemnity." It also specifies that "the availability will be functional and will not, by itself, produce alteration of the organic dependency of the resources or of the ownership."
In this context, the Government has also made available other state infrastructures "that are directly necessary to guarantee the continuity of essential services, provide logistical, technical, technological, administrative, or communication support, or contribute to the response management" to the migration crisis.
According to the BOE, the State has made available land from the Ministry of Defense in Loma Margarita, in the facilities of the Equestrian Center, in the flour factory, in the old football field of the cavalry barracks, and in those areas not used by Defense in the Colonel Fiscer Barracks.
Land from the Ministry for Ecological Transition has also been enabled in the Guano esplanade —former Guano factory—, as well as the covered sports center of the Ministry of Education, Vocational Training, and Sports located in the Puertas del Campo institute.
