The Council of Ministers approved this Tuesday a new line of subsidies of 201 million euros to boost the construction of about 2,500 affordable rental homes on public land of CASA 47. The measure incorporates private developers into about thirty projects, while the state entity will maintain control over the price and conditions of the rentals.
The meeting of the Executive also gave the green light to the declaration of areas severely affected by a civil protection emergency in nine autonomous communities, after 45 adverse episodes, including the DANA Adam. In addition, the Government has approved the instruction manual for the tables of the general elections on November 29 and has appointed Pilar Trinidad as the new Government delegate in the Community of Madrid.
In educational and sports matters, the Council has authorized 15 million euros for the state network of centers of excellence in Vocational Training and two packages of aid for sports worth 18.2 million.
201 million for 2,500 homes on CASA 47 land
Public land, state money, and private construction. That is the formula with which the Government wants to build about 2,500 affordable rental homes. The Council of Ministers has approved a royal decree that will allow granting 201 million euros in subsidies to private developers to develop about thirty promotions on already urbanized public land, in provinces such as Málaga, Sevilla, Valencia, Cantabria, and Guadalajara.
The initiative is articulated through CASA 47, the state housing entity, which will maintain control over the access conditions and prices. According to the Ministry of Housing, the rents will not exceed 30% of the income of the household unit and can remain stable for a period of up to 75 years.
The Minister of Housing and Urban Agenda, Isabel Rodríguez, has defended the model in the press conference following the Council. According to the information published about her appearance, the planned public investment to ensure the affordability of these promotions does not exceed 60% of their total cost.
The ministry argues that the homes will remain in the affordable public stock and presents this formula as an alternative to other collaboration models in which the private operator sets additional access conditions.
HOUSE 47 has been nourished by public heritage from different areas. Among them are assets from Sareb, land and properties from Defense, and land and infrastructures linked to Interior. The department estimates that more than 7,000 are the homes whose habilitation has been activated by the entity in its first months and notes that its portal currently offers about 800 homes.
Areas severely affected in nine communities by 45 emergencies
Fires, floods, and storms have caused damage in nine autonomous communities, whose territories may qualify for the aid provided for areas severely affected by a civil protection emergency. The Council of Ministers has approved this declaration for 45 episodes recorded between September 13 and October 20.
The events have affected Andalusia, Castilla y León, Castilla-La Mancha, Catalonia, Comunitat Valenciana, Extremadura, Galicia, Balearic Islands, and the Region of Murcia. Among them are forest fires, heavy rains, storms, and floods.
One of the episodes included is the precipitation recorded in Catalonia between October 1 and 8. Also included is the DANA Adam, which has affected the peninsular Mediterranean area and the Balearic Islands since October 17, with special incidence in the Valencian regions of Safor and Marina Alta.
The declaration allows the different ministries to activate lines of aid to compensate for the damages, although it does not imply the automatic payment of compensation. Affected individuals and institutions must apply for the corresponding aid and meet the requirements established in each call.
Manual for the electoral tables of November 29 approved
The general elections of November 29 already have a manual for their electoral tables. The Government has approved the guide that will be received by the individuals designated to serve as presidents and members, with the necessary instructions to organize the voting and carry out the counting.
The document explains how to constitute the tables, resolve incidents during the day, and carry out the scrutiny. It also includes a specific section on accessibility, aimed at facilitating voting for individuals with disabilities.
As usual, the polling stations will open from 9:00 to 20:00 hours. Once the ballots are closed, the votes for Congress will be counted first and then those for the Senate.
The municipal draws to choose the members of the tables are scheduled between October 31 and November 4. The selected individuals will receive notification along with the manual, of which 900,000 copies are expected to be published.
Pilar Trinidad, new Government delegate in Madrid
The Government Delegation in Madrid has a substitute for Francisco Martín. The Council of Ministers has approved the appointment of Pilar Trinidad Núñez, who until now held the Deputy Government position and will become the main representative of the central Executive in the autonomous community.
Her designation comes after the resignation of Francisco Martín, who has left the position after being excluded from the PSOE electoral lists for the general elections on November 29.
15 million for centers of excellence in vocational training and 18.2 million for sports
Vocational training and sports have also received new budget allocations. The Government has authorized a call for 15 million euros to maintain and develop the state network of centers of excellence in vocational training.
This network, launched in 2022, has 75 centers specialized in 18 economic sectors, including automotive, hospitality, healthcare, renewable energies, cybersecurity, and artificial intelligence. Its objective is to adapt training to the needs of companies and improve the preparation of students.
At the proposal of the Ministry of Education, Vocational Training, and Sports, the Council has also approved two royal decrees that will allow the Higher Sports Council to distribute 18.2 million euros among various actions in the sector.
Among the announced allocations are 5 million euros for the Spanish Basketball Federation, intended for the organization of the U League and the training of new generations of players.
Criteria for distributing assets seized from drug trafficking
The money and assets seized from drug trafficking will again finance drug programs in 2027. The Council of Ministers has approved the criteria for distributing resources from the Fund of assets seized for illicit drug trafficking and other related crimes.
The fund is fed by assets, effects, and instruments seized by final judgment and finances actions for prevention and care for addictions, social and labor integration, research, and the fight against drug trafficking and money laundering.
The approved criteria pay special attention to vulnerable groups, incorporate a gender perspective, and contemplate actions against new patterns of consumption and addictions.
The agreement does not yet set an amount for 2027, as the resources will depend on the seizures that are incorporated into the fund. As a reference, in 2026, 38 million euros were allocated, of which 20 million were destined for drug demand reduction programs, 16.5 million for supply control, and 1.5 million for management expenses.
