The Ministry of Agriculture, Fisheries, Water and Rural Development has published in the Official Bulletin of the Junta de Andalucía (BOJA) the Order of July 28, 2026, by which aid for the year 2026 is called for the hiring of agricultural insurance within the Combined Agricultural Insurance Plan, for an amount of 1.1 million euros charged to the regional budget.

As stated in the press release from the department, this allocation is added to the already planned for this purpose, so that the total amount reaches 16.6 million euros. The objective is to support part of the cost of the policies subscribed by those who hire any of the insurance modalities included in the forty-fifth and forty-sixth Combined Agricultural Insurance Plans, formalized between January 1, 2025, and December 31, 2025.

In order to further promote the subscription of agricultural insurance, since 2024 the Junta de Andalucía has been implementing a change in the subsidy payment system. Instead of being received almost a year after hiring the policy, the aid will become effective at the same moment of hiring, through a discount on the premium receipt that is advanced by the Spanish Group of Insurance Entities of Combined Agricultural Insurance, s.a. (Agroseguro), by virtue of the collaboration agreement signed with the Ministry of Agriculture, Fisheries, Water and Rural Development.

Individuals or legal entities, public or private, communities of goods, and civil societies without legal personality with crops, livestock, forestry operations, or fish farms located in Andalucía, who hire an insurance policy in the corresponding subscription period, covered by Law 87/1978, of December 28, and who have obtained the aid for hiring the combined agricultural insurance from the General State Administration through the State Entity of Agricultural Insurance O.A (Enesa), may benefit from these subsidies.

Excluded from these aids are the policies subscribed by insured parties that have the status of Public Administration; those of companies, societies, or associations whose main activity, according to their statutes, is not agricultural, forestry, or aquaculture production; as well as those contracted by companies that do not meet the requirements to be considered small or medium-sized enterprises (SMEs).

Likewise, this support regime does not require the submission of a specific application, since the signing of the insurance policy by the insured or the policyholder, on their behalf, will be considered a request for the subsidy, provided that it is done within the subscription deadlines of any of the insurance modalities provided in the Combined Agricultural Insurance Plan.

Amounts and modalities of the aids

The amounts of the aids associated with the policies included in the forty-fifth and forty-sixth Combined Agricultural Insurance Plans will vary depending on the chosen modality.

In the case of the subsidy for all agricultural and forestry lines, as well as for livestock lines, including the removal and destruction of dead animals, and the aquaculture lines of the Combined Agricultural Insurance Plan, the aid will be 50 percent of the amount of the Enesa subsidy --of which it is complementary--, with a maximum limit of 5,000 euros per policy and 9,000 euros per beneficiary.

For the policies contracted by Producer Organizations and Cooperatives, the subsidy will reach 25 percent of the contribution granted by Enesa, with a limit of 25,000 euros.

In this line, the amount of the aid can be increased by 10%. The amount of the aid will be increased by ten percent, provided that the total aid does not exceed the limits previously described, in the case that the NIF listed as the contractor of the insurance policy is registered in the Shared Ownership Register of Agricultural Exploitations of Andalusia.

The contracting of agricultural insurance contributes to maintaining the income of the exploitations against damages caused by risks whose control is beyond the reach of the holders, such as climatic adversities and other natural risks. At the same time, it contributes to promoting the resilience of agricultural exploitations in the current context of climate change.
