The BOE of today, Monday, August 17, 2026, publishes the ruling of the Constitutional Court that declares the Amnesty Law and new regulations of Catalonia and Extremadura constitutional. The Official State Gazette (BOE) of this Monday includes several provisions of political and economic interest. Among them, the publication of the ruling of the Constitutional Court on the Amnesty Law stands out, following the unconstitutionality appeal presented by the Junta de Extremadura.

The edition also incorporates new regional laws, including the Catalan regulation for the eradication of asbestos, the General Budgets of Extremadura for 2026, and a tax modification in Navarra that affects VAT and the Tax on the Value of Electric Energy Production.

The Constitutional Court declares the Amnesty Law constitutional

The Constitutional Court publishes the Ruling 58/2026, issued by the Plenary on July 21, regarding the unconstitutionality appeal presented by the Junta de Extremadura against Organic Law 1/2024, on amnesty for institutional, political, and social normalization in Catalonia.

The ruling addresses arguments related to the principles of equality, legal certainty, separation of powers, solidarity, and territorial equality and financial autonomy, in addition to issues related to effective judicial protection, jurisdiction reservation, and accounting jurisdiction.

The Constitutional Court declares the constitutionality of the measure, with dissenting votes. The ruling also notes the partial loss of object of the process concerning part of the issues raised, following a previous resolution of the court itself.

Catalonia approves a law to eradicate asbestos

The Parliament of Catalonia approved the Law 8/2026, of July 2, on the eradication of asbestos, which is incorporated this Monday into the BOE.

The regulation establishes the legislative framework of the autonomous community to address the elimination of asbestos, one of the materials whose presence continues in buildings and facilities constructed during previous decades.

The bulletin also publishes the Law 9/2026, which recognizes the Institute of Catalan Studies as a national academy.

Extremadura publishes its Budgets for 2026

The BOE incorporates the Law 2/2026, of August 3, on the General Budgets of the Autonomous Community of Extremadura for the year 2026.

The official publication concludes the approval procedure of the regional accounts and allows consulting in the bulletin the complete content of the public accounts of Extremadura for this fiscal year.

Navarra modifies VAT and the tax on electric production

The Foral Community of Navarra publishes a legislative foral decree for tax harmonization that modifies the Value Added Tax (VAT) and the Tax on the Value of Electric Energy Production.

The regulation adapts the tax regulation of Navarra in these two tax figures within the framework of fiscal harmonization with the State.

The prices of liquefied petroleum gases change

The Ministry for Ecological Transition publishes a resolution with the new selling prices, before taxes, of liquefied petroleum gases by pipeline.

The update affects the prices applicable to this type of supply and appears among the general provisions of the BOE this Monday.

Two energy storage systems authorized in Cuenca

In energy matters, the Ministry for Ecological Transition authorizes two storage modules of 21.69 MW each in Altarejos (Cuenca).

The projects, named Bañuela and Turbón, will be hybridized with existing photovoltaic solar installations of 49.7 MW of installed power. Each hybrid installation will thus reach 50 MW of installed power.

The Treasury publishes the results of the latest Treasury Bill auctions

The Ministry of Economy publishes the results of the auctions of Treasury Bills for six and twelve months corresponding to the issuances of August 7, 2026.

The resolution allows consulting the official results of those two public debt issuances.

New public employment calls

The BOE also includes numerous calls for public employment in local administrations.

Among them are positions in the municipalities of Jaén, Badajoz, La Almunia de Doña Godina, Socuéllamos, Fuengirola, Torroella de Montgrí, Íscar, Ávila, Valdepeñas, and Torrelavega, in addition to calls in the Cabildo of Gran Canaria and other local entities.

A call from the Spanish Agency for Artificial Intelligence Supervision is also published to fill job positions through the free designation system and a labor personnel position at the University of Valladolid.

New agricultural insurance and actions against fires

The Ministry of Agriculture publishes the conditions of the insurance for nut crops, within the forty-seventh Plan of Combined Agricultural Insurance. The order establishes the insurable goods and yields, technical conditions, guarantee periods, subscription dates, and unit prices.

For its part, the CSIC publishes an agreement with the Xunta de Galicia for the execution and monitoring of prescribed burns and the evaluation of hydrological-erosive risk after fire.

The BOE also includes new investments and public contracts

The edition includes numerous contracts from the Administration. Among them are tenders from ADIF for the modernization of the Viladecans station and the maintenance of the neural center of Valdebebas stations, as well as contracts from the National Library for the conservation of its collections.

Contracts from Health are also published for the supply of medications intended for patients in the healthcare area of Melilla, actions from the CSIC, and various services from Social Security.

The Constitutional Court partially lifts the suspension of a Valencian law

The Plenary of the Constitutional Court also publishes Order 49/2026, by which it partially lifts the suspension agreed upon in the unconstitutionality appeal presented by the president of the Government against several provisions of the Law of the Valencian Cortes 3/2025, on the protection and management of the Valencian coast.

The same edition includes two other rulings from the Constitutional Court: one on the right to personal liberty in a non-voluntary internment procedure and another related to a disciplinary sanction imposed by the General Council of the Judiciary.
