The Community of Madrid has activated this Saturday the pre-emergency phase of INUNCAM, the Special Civil Protection Plan against the Risk of Floods, in response to the episode of rains and storms expected in the coming hours. The measure has been adopted by the Madrid 112 Security and Emergency Agency after the State Meteorological Agency extended its warnings for heavy rainfall in the region.
The highest level of risk is concentrated in the Madrid Sierra, where the orange warning is active until 06:00 hours on Sunday. AEMET forecasts in this area widespread rains and showers that may be locally strong and accompanied by storms and hail, with accumulations that could reach 30 millimeters in just one hour. The forecast for Guadarrama and Somosierra also points to very cloudy or overcast skies, a decrease in maximum temperatures, and occasionally strong gusts of wind at high altitudes and exposed areas.
Yellow warning in the rest of Madrid
Outside the Sierra, the rest of the Community remains under a yellow warning for rains and storms during the same time frame. In these areas, accumulations of up to 15 liters per square meter in one hour are expected, also with the possibility of hail. The capital is among the affected areas, and AEMET also maintains a special warning for very strong and persistent showers and storms associated with the episode affecting various areas of Spain.
The instability will not disappear immediately after Saturday ends. For Sunday, October 4, AEMET maintains a forecast of very cloudy or overcast skies in the Sierra, with rains and showers starting from dawn that could still be locally strong and accompanied by storms. Therefore, the evolution of the episode will determine whether the current warnings are modified, extended, or downgraded in the coming hours.
What it means to activate INUNCAM
The pre-emergency phase does not imply that widespread flooding has already occurred, but rather that Civil Protection proactively activates monitoring and coordination mechanisms in the face of a significant meteorological risk. The objective is to anticipate possible incidents on roads, waterways, flood-prone areas, or municipalities especially exposed if the rainfall reaches the expected intensities.
Emergencies recommends following the updates from AEMET and Madrid 112, exercising extreme caution during travel and avoiding areas prone to water accumulation, especially underpasses, riverbeds, ravines, and roads near rivers. If a road begins to flood, one should not attempt to cross it with a vehicle, as a relatively small amount of moving water can sweep it away.

The Community also reminds that the 112 phone number should be used exclusively for emergency situations, while for consulting the evolution of weather alerts, official information channels should be used.
The episode will thus keep Madrid under surveillance during the night from Saturday to Sunday, with special attention to the Sierra. Up to 30 liters per square meter in one hour, storms, and possible hail justify the preventive activation of INUNCAM on a day when authorities ask to reduce risks and remain attentive to any updates on the alerts.
